The purpose of this procurement exercise is to contract an individual consultant who will be responsible for the development of HR business intelligence Dashboards and Reports. The Dashboards will use inter-active features with highly visual and user-friendly presentation which makes it easy to monitor and recognize the progress on various HR Domains like Recruitment, Workforce Trends and Analytics, Absences, Performance Reporting, etc. The reports will be developed for tailored HR analytics services in line with People for 2030 strategy and OHR & corporate management priorities.

Project Description: 

The UNDP dashboards envisages up-to-date information on gender parity, geographic distribution of staff, Recruitment and Absence Related reports which is critical for organizational effectiveness and People for 2030 Strategy. The dashboards will also offer a more effective method for the system-wide monitoring, most importantly, support workforce planning, drive analytics and enable client self-service on routine queries requested by clients within and external to UNDP. 

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK  

The Incumbent is expected to develop UNDP Dashboards which features:  

  • Highly visual and user-friendly presentation of various HR related data
  • Real time data whenever available 
  • A public website link that can be inserted in UNDP’s OHR Intranet page. 

The dashboards contain data on:  

  • Recruitment Analytics. 
  • Performance Data Analytics 
  • Absence Related Reporting 
  • Proforma Reporting and Data Modelling using various locations of UNDP. 

Expected outputs and deliverables: 

The Incumbent will be requested to deliver:

  • Various Dashboards on HR Analytics. 
  • Streamline reports by studying various ad-hoc queries and converting them to standard reports. 

The Incumbent will not be responsible for procurement of software purchase and license renewal, as necessary.  

In this role, the Incumbent will design, develop, implement, and maintain all solutions and communicate the progress to stakeholders and/or project managers. The Data will be displayed by using Power BI and the Database will be on SQL Server.?

They should be in line with Point-1 which was finalized in the Dry Run.  The refresh cycles, the design and the look and feel of all the Dashboards – Inclusive of Monthly, Historical Data, Absence Data, Recruitment Data and Performance Data should be in-line with the decisions made in point –1 above. The security features should be set on company level, Bureau Level, Manager level and Individual employee level.

Conditions: 

The organization will not provide equipment or office space. The Incumbent will work on their own computer(s)/ other equipment and use their own office resources and materials in the execution of this assignment. The Responsible Partner’s fee shall be inclusive of all office administrative costs and products must be compatible with standard UNDP office equipment. 



Skills and Experience: 

 

  • Two years of Power BI development experience; Required 
  • Functional skills include cross platform knowledge, documentation, automation, stakeholder analysis, requirements gathering, and effective communication among different teams; Required 
  • The Developer should be extremely proficient in Microsoft’s Power Platform with an emphasis on PowerBI and integration within the M365 ecosystem and Microsoft Dataverse / Common Data Service; Required 
  • The person should be able to understand the User Experience (UX) goals and business requirements, provide clients with pertinent feedback; Required 
  • Proficiency in web-based languages is desirable (JavaScript, JQuery, CSS, HTML), and ability to navigate and understand complementary technologies; Desired 
  • Knowledge of workflows, scripting, and/or automation is also a plus; Desired

  • Fluency in written and spoken English is required;  



??Academic qualifications: 

  • At least Bachelor's degree from an accredited college/university in the following majors with relevant analytics or data management focused coursework: Management/Information Systems, Business Analytics, Information Science/Management, Data Analytics, Computer Science, Computer Information Systems, or Statistics; Required

Application Procedure 

The application package containing the following (to be uploaded as one file): 

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;  
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references; and 

Note: The above documents need to be scanned in one file and uploaded to the online application as one document. 

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager.   
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract. 
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel.   
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. 
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates. 

Evaluation process 

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.? When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: 

  • Being responsive/compliant/acceptable; and 
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%. 

Technical evaluation - Total 70% (70 points): 

  • Criteria 1: Relevance of experience in creating/maintaining dashboard and report using corporate BI tools with Power BI (preferred), or similar tools; Maximum 2points; 
  • Criteria 2Relevant experience and knowledge of Data Warehouse Maximum Points: 10
  • Criteria 3: Relevance of knowledge on programming language (JavaScript, JQuery, CSS, HTML etc.) and/or any other analytical tools; Maximum 10 points; 
  • Criteria 4: Relevance of experience in workflows, scripting, and/or automation; Maximum 10 Points. 

Interview  Candidates obtaining at least 70% (35 points) in the technical evaluation shall be invited for interview. 20 points 

Having reviewed applications received, UNDP will invite the top three shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted. 

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation. 

Financial?evaluation - Total 30%?(30 points) 

The following formula will be used to evaluate financial proposal:  

p = y (µ/z), where 

p = points for the financial proposal being evaluated 

y = maximum number of points for the financial proposal 

µ = price of the lowest priced proposal 

z = price of the proposal being evaluated 

Contract Award 

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP. 

Institutional arrangement 

The consultant will work under the guidance and direct supervision of HR Specialist, Office of Human Resources and will be responsible for the fulfilment of the deliverables as specified above. 

The Consultant will be responsible for providing her/his own laptop.  

Payment modality 

  • lumpsum: Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.   
  • The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
