Description of Activity: Kaizen is implementing the United States Agency for International Development (USAID) 5-year system strengthening activity for three Regional Intergovernmental Organizations (RIGOs) in East Africa: The Common Market for Eastern and Southern Africa (COMESA), the East African Community (EAC), and the Intergovernmental Authority on Development (IGAD). The aim of the RIGO System Strengthening activity (RIGO SSA) is to achieve a demonstrable, evidence-based improvement in the organizational systems of COMESA, EAC, and IGAD. The priority systems are the following: financial management, performance management including monitoring and evaluation (M&E), strategic planning, and donor coordination.
Position: Short Term Technical Expert - EAC Anti- Money Laundering and Combatting Terrorist Financing Policy and Procedures
Duration: The assignment is expected to start in May 2021 and is estimated to take no more than 20 days level of effort over two months.
Description of Position: As one of the fastest growing regional economic blocs in the world, the EAC is widening and deepening co-operation among its Partner States in various key spheres for their mutual benefit. These spheres include political, economic, and social. The regional integration process is progressing well. Key milestones include the establishment of the East African Customs Union, the Common Market, and the East African Monetary Union.
In the execution of its integration agenda, the East African Community interacts with several development partners who, as a prerequisite for their support, have expressed the need for EAC to formulate an Anti-Money Laundering and Combating Terrorist Financing regulatory framework. The EAC is also in the final stages of obtaining accreditation as a Regional Implementing Entity (RIE) to access funds from the Adaptation Fund (AF) of the United Nations Environment Programme. An EAC Anti-Money Laundering and Combating Terrorist Financing Policy Procedures is required to complete this accreditation process.
The Kaizen Company is seeking a short-term consultant to develop the EAC Anti- Money Laundering and Combating Terrorist Financing Policy and Procedures. The Consultancy shall entail the development of policy and procedures that will focus on the identification and prevention of institutional money laundering and any support towards terrorist financing as provided in the FATF Recommendations (40 + 9) and implemented by the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG).
Scope of Work
The consultant will cover the following:
- The Consultancy will be conducted within East Africa with visits to the East African Community (EAC) Headquarters in Arusha, United Republic of Tanzania, as necessary. The contractor may also interact with other stakeholders outside of the EAC where necessary.
- The Consultancy shall entail the development of policy and procedures that will focus on the identification and prevention of institutional money laundering and any support towards terrorist financing as provided in the FATF Recommendations (40 + 9) and implemented by the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG).
- The EAC Principle Internal Auditor and the EAC RIGO SSA Team Lead will be responsible for the contract management and technical supervision of the assignment. The target group for the consultancy will be the staff of the functional areas related to the prevention of money laundering.
- The EAC shall avail access to all the necessary information, data and reports necessary for execution of the consultancy. The EAC shall assist the Consultant to obtain a) formal consent from authorities or persons in connection with the assignment; and b) the permit to assess information and documents in connection with the service.
- The Consultant should be available and able to resolve any issue that may be highlighted by the EAC during the consultancy period.
Description of Deliverables
The consultant is expected to deliver the following outputs:
- Inception report highlighting the background and objectives of the assignment, technical approach and methodology, management of the assignment, and work schedules.
- Draft Anti-Money Laundering and Combating Terrorist Financing Policy and Procedures.
- Final East African Community Anti-Money Laundering and Combating Terrorist Financing Policy and Procedures.
Qualifications and Experience
- Master's degree in Business Administration, Finance, or related field
- Bachelor's degree in Business Administration, Finance, or related field
- Professional qualifications in Accounting, Compliance, Audit, Fraud, related field.
- Demonstrated skills in Institutional Capacity Strengthening - areas of focus include Risk Management and Compliance, Money Laundering, Corporate Governance, Audit and Financial Management, Resource Mobilization, and Institutional Sustainability.
- At least five (5) years of experience in institutional capacity development and strengthening assignments and working with regional organizations or similar institutions.
- Excellent communication and analytical report skills.
- Fluency in written and spoken English
- Computer literacy
