Position Description

Operation and maintenance of Subscriber Data Management Systems.

General Responsibilities

This position will be responsible for administration of the SDM platforms facility services, planning and execution of operational tasks, ensure platforms capacity is kept within set threshold, and ensure system availability of more than 99.99.

Main Functions

SDM Systems management and daily operations
    • Ensure Continuous Service with high availability and minimum disruption
    • Ensure Systems Security by safe guarding against unauthorized access
    • Interacting with customer and other domain through e-mails and daily phone /conference Calls to review and resolve operational issues
    • Administer Performance and Capacity of HLR systems and accurately report the same
    • Administer Systems Configurations and account for all system components
    • Administer systems problems and incidents and maintain required SLA
    • Administer operations Change control, escalation and basic work instructions.
    • Administer Changes to Applications and Systems via the Change Control Procedure
    • Assist and advise system users and internal customers with system requirements and enhancements.
    • Ensure all system development processes and plans are documented and up to date for internal audit requirements
    • Identify Automated Solutions to satisfy user requirement. Ensure quality technical designs for systems, providing performance, flexibility and scalability.
    • Acquire and Maintain approved Application Software /Scripts to effectively support business processes
    • Ensure all reports are delivered to management and other stakeholders on time and that the content is 100% correct with high quality.
    • Ensuring that business objectives are incorporated within individual targets

Domain change implementation support
    • Report all projects on a weekly and monthly basis
    • Cooperate with line management to ensure all project deliverables are met as per the predetermined requirement and scope.
    • Support the line management and ensure projects are administered efficiently and timelines are met without compromising quality.

Business Analyses and Planning
  • Contribute to the division Strategy and Roadmap
  • Propose improvements on technical architectures and solutions.
  • Track and administer all products and rules within HLR domain
  • Ensure all dependencies between projects, products and services are taken into account at all times
  • Act as key technical advisor to the line manager and the management at large on all technical issues pertaining HLR

Business Continuity Planning, Policies and Procedures
  • Make sure that BCP for all HLR systems is in place and tested, testing and certification of BCP quarterly
  • Continuous evaluation of the impact of changes (expansion of /new) systems on the BCM plan
  • Keep and maintain spare log of the HLR domain, ensure active follow up with supplier /Line Manager of parts replacement in the spare pool and advice addition or changes
  • Strictly observe subscriber profile policy, and never effect any change to the subscriber profile without expressly prior approval
  • Ensure the daily checks and monthly symptoms collection are done and well documented


QUALIFICATIONS AND Experience
  • B.Sc. in Computer, Electronics or Telecommunication with significant content in the Informatics Sciences
  • Minimum of 2 years of extensive experience in the ICT industry.
  • Experience specific to GSM products and services, how they are implemented and how they affect other network elements.
  • Experience of managing critical systems
  • Advanced knowledge and experience in dealing with the GSM core network elements, GSM products and GSM billing systems.
  • New Product Development and Integration knowledge and experience
  • Implementation and roll-out of products and services and systems/solutions/applications
  • Good understanding and experience with the project management methodology
  • Computer Literacy – sound knowledge of relational as well as LDAP accessible databases and system database architectures related to Apache
