Climate Action Implementation

The Climate Action Implementation (CAI) directorate oversees C40 programmes that support cities to accelerate implementation of actions from their Climate Action Plans (CAPs). The directorate is responsible for ensuring strong cross-team, global/regional coordination and delivery to support climate action implementation through funded programmes.

The CAI directorate plays the leading role particularly in proposal development, reporting and overall engagement with national government donors, such as the UK.

Monitoring and Evaluation in C40

The team is responsible primarily for monitoring, evaluating and reporting C40’s performance in delivering the C40 Business Plan for 2021– 2024 across grants and projects and communicating key data back to cities and stakeholders. The team is also instrumental in developing and implementing a new C40 Data Management Strategy and ensuring that monitoring and evaluation best practices, tools and systems are embedded across C40’s operations. Members of the Business Planning and Reporting team work closely together on a range of projects across the Directorates and teams.

Position Description

The M&E Manager will be responsible for ensuring that C40 UKAID programme staff have all the necessary processes, systems and tools in place and are supported to carry out their planning, monitoring, evaluation and learning activities in relation to the grant.

This role will sit in the central Monitoring and Evaluation function, within the Business Planning and Reporting team. The M&E Manager will report directly to the C40 Head of Monitoring and Evaluation with matrix management to the C40 Head of UKAID Programme in the Climate Action Implementation directorate responsible for the overall UKAID programme management, strategy and funder liaison.

Responsibilities:

  • Lead on the development and continuous improvement of internal monitoring systems for the C40 UKAID programme, working with colleagues across the organisation and relevant external  stakeholders as needed. This includes supporting the UKAID programme team to agree the results matrix/logframe.
  • Develop the data monitoring and reporting process for the UKAID programme with flexibility across regions and projects, ensuring data will be collected accurately, robustly and in a timely manner for reporting to the funder, C40 and C40 cities
  • Identify existing or develop new systems and tools to collect the data, store the data and process the data in order to report internally and externally as required. This includes working closely with the modelling team, research and benefits team, regional teams, and technical sector (e.g. Energy & Buildings) colleagues to agree on the methodology, tools and data required to calculate Key Performance Indicators such as GHG emission reductions or job creation.
  • Undertake analysis of quantitative and qualitative monitoring data to contribute to a data-based approach to knowledge building, innovation and continual programme improvement. This includes the development and set up of internal processes to capture, analyse, report on and utilise lessons learned.
  • Act as the key interlocuteur and coordinator for the external evaluation commissioned as part of the UKAID programme. This will include working with the funder and their chosen evaluation entity to design and set up the evaluation, as well as serve as the ongoing liaison and quality assurance coordinator across all  relevant teams.
  • Work with the Head and the Communications and Reporting Manager for the UKAID Programme  to prepare quantitative logframe updates and narrative progress reports with lessons learned

Person Specification:

  • Demonstrable monitoring and evaluation skills, with experience developing and maintaining monitoring and evaluation frameworks and reporting to funders using tools such as a logframe or results matrix.
  • Experience with M&E for international programmes required and particular experience working with UK Government methods and approaches strongly desirable.
  • Skilled at dealing with quantitative data and handling large complex data sets as well as interpreting qualitative data captured from interviews, focus groups, and case studies.
  • Project management and coordination skills to collate and deal with a large amount of quantitative and qualitative information for multiple projects across a range of sectors and regions.
  • Understanding of data and methods required to measure and calculate technical metrics or Key Performance indicators related to climate change (eg. GHG reduction emissions GHG in t/Co2).
  • Excellent verbal and writing skills, in English, to draft progress reports, lessons learnt papers and feed into evaluation reports to publishable standards for internal and external stakeholders.
  • Good interpersonal & team working skills, including experience with internal advocacy, influencing and capacity development. Experience of working across teams.
  • Ability to work with complexity and change across different regions of the globe and to make the best use of available data.
  • Proactive, reliable and demonstrating initiative in a busy working environment
  • Experience in designing monitoring and data collection systems, tools and processes, including processes to capture technical sector data related to climate change projects (e.g. fuel consumption data, km travelled, etc).
