Job Location: DSM, TANZANIA 

Job Title: Project Portfolio Manager - IT

Job Responsibilities: 

 Primary custodian of the organization’s project management tool (JIRA) and ensures effective use of the tool throughout the organization 

 Design and maintain a set of agreed status dashboards of IT projects 

 Ensures regular monitoring and reporting of IT projects status and takes necessary steps to address areas of concern in scope and cost

 Ensure industry project management standards are adopted and adhered to by all IT staff. 

 Champion the cultural change needed to reinforce the formal project management disciplines and industry best practices

 Manages all project implementation incidents, with primary responsibility for keeping project sponsors and senior executives abreast with progress on resolution

 Guides Country IT Managers in preparing reports covering progress, issues, risk management and expenditure against budget, on a scheduled basis and in support of specific reporting requirements for all IT projects or business projects with IT components 

 Oversees the application of sound and up to date IT principles and compliance with IT policies, standards, and procedure in all projects 

 Contributes significantly to the improvement of IT operational risk profile by liaising with Head of IT/IT Managers to ensure proper IT governance and control is observed in all IT functions 

 In charge of drafting and improvement of IT project implementation processes and standards for adoption 

 Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation in adherence to the organization’s policies and procedures on safeguarding 

 Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment. 

 Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

Required Qualifications and Experience: 

 Bachelors’ Degree in Computer science/engineering, Information technology and Project Management. MBA-IT is an added advantage. 

 At least 5 years IT project management experience in medium-large financial or technology institution/business environment 

 ITIL Service Management Certification is preferred, any Project Management certification is a must 

 Broad knowledge of and advanced skills in computer hardware and software programs of diverse functionality. Including but not limited to, communications systems, desktop applications, and network administration programs. 

 Knowledge of the microfinance operations is an advantage

 Strong leadership qualities with the ability to set and communicate vision and strategy and ability to manage change. 

 A high degree of interpersonal skill leading and working with various levels of the organization.

 Exceptional oral and written communication skills with the ability to communicate clearly and persuasively, interpret documents, understand procedures, writereports and correspondence; speak clearly to third parties and employees. 

 Ability to handle difficult people and tense situations with diplomacy and tact; spot potential conflict, bring disagreements into the open, encourage debate and open discussion and orchestrate win-win situations 

 Ability to analyze, diagnose, design, plan, execute and evaluate work to time, cost and quality targets, exhibiting thorough familiarity with available methods, procedures, tools and standards associated with IT project management and making correct choices from alternatives 

 Self-motivated leader with the ability to adapt and work co-operatively and effectively in different situations and teams to inspire delivery of assigned task 

 Disposition to share knowledge fully and willingly with other employees in the interest of the company 

 Commitment to the mission, core values the ability to incorporate the mission and values in the workplace. 

 Must be proficient in written and spoken English.
