Organ:
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

  •  Duties / Responsibilities
    UNICEF, the UN agency with a specific focus on children and young people, and ITU, the UN agency with a specific focus on ICTs and connecting every person in the world, have launched the project "Giga" to connect every school to the Internet and every young person to information, opportunity and choice. (For more information, see: www.gigaconnect.org.) Giga is organized into four pillars, including: 1) Map, 2) Connect, 3) Finance, 4) Empower. Giga's priority regions for initial rollout will be in Africa, Central Asia, and the Eastern Caribbean.

    Giga is entering an exciting new phase with multiple countries now engaged as active Giga partners across Africa, Asia, and the Caribbean/Central America. The Giga team is now searching for a Project Officer who can specifically focus on supporting the mapping and data collection efforts with regards to school locations and ICT connectivity in Giga countries.

    The expert will work under the supervision of with the BDT Senior Strategy Advisor, and in close coordination with the ITU/BDT Networks & Infrastructure Thematic Priority team, BDT Regional Teams, and the Giga Programme Manager, the incumbent will play a key role to coordinate the input of the current ITU/BDT related mapping and data programs together with the ongoing Giga Project Connect program. The ultimate aim is to increase the availability of accurate school location and connectivity data to support implementation of Giga. This is a technical role with project management responsibilities.

    The expert will:
    • Support Giga efforts to map school locations, including live connectivity status, and to publish them on the Project Connect website.
    • Support modeling of school and community connectivity needs in Giga countries, including bandwidth requirements.
    • Support infrastructure gap analyses in Giga countries.
    • Assist regional teams with the use of Giga tools in the targeted countries.
    • Support national broadband networks planning and deployment in Giga countries.
    • Identify sources of telecommunications infrastructure data and map, supporting the data collection of ICT infrastructure (e.g. fiber, microwave, IXP, satellite earth stations etc.), and key socio/economic community data in Giga countries.
    • Assist with handling, cleaning, and analyzing school location and connectivity data.
    • Assist with the management of mapping-related work implemented by consultants and contracting organizations.
    • Contribute to the engagement with government counterparts, telecom and satellite operators, industry, and other relevant stakeholders regarding to Giga mapping activities, and advocate for open data sharing.
    • Support the identification and development of partnerships with organizations critical for the Giga mapping activities.
    • Serve as an interface between ITU broadband mapping, Project Connect, Giga, and regional teams.
    • Contribute to the planning and organization of meetings related to Giga.
    • Perform any other duties in line with the Terms of Reference.
    Concrete deliverables:
    • Inputs to feasibility studies of technology solutions that can be used for broadband connectivity in different areas.
    • Repository of updated datasets of school connectivity from Giga countries.
    • Technical input to national broadband networks planning and deployment, to identification of terrestrial transmission networks and a list of national ICT mapping systems.
    • Where required, new tools and products that support the mapping needs of Giga countries.
    • Development of advocacy activities and materials that support the Giga mapping objectives.
    • Contributions to Giga Project Connect objectives.
    • Support the development of a Report on regulations and policies that impede or enable connectivity expansion in Giga countries.
    • List of key government bodies, telecom and satellite operators and other relevant stakeholders critical for the mapping activities active in Giga countries.
    • Reports on gaps, challenges, and bottlenecks for the mapping of connectivity in the Giga countries.
    • Support the development of new partnerships with organizations critical for the Giga mapping activities.
    • Planning and organization of meetings related to Giga.

  • Qualifications required
    Education:
    University degree in telecommunications or computer science or related field with a diploma of equivalent standard to that of a university degree in one of the above-mentioned fields.
    Experience:
    At least three years of progressively responsible experience in the field of the post. An advanced degree in a related field can be considered as a substitute for one year of working experience. A doctorate in related fields can be considered as a substitute for two years of working experience. Experience within or coordinating with government bodies on ICT.
    Languages:
    Fluency in English at advanced level is required. Knowledge of a second official language of the Union (Arabic, Chinese, French, Spanish, Russian) would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

    Lump-sum of 4,000 USD per month of contract

    Work from home with travels to Geneva (if the current situation on COVID allows)

ORGANIZATIONAL CONTEXT AND SCOPE Under the general supervision of the Movement Operations Manager and the direct supervision of the National Associate Movements Operations Officer, the Operations Assistant (Field Support) is responsible for undertaking movement operations activities in the field, with the following duties and responsibilities: III. RESPONSIBILITIES AND ACCOUNTABILITIES 1. Undertake field support activities in an assigned area or areas, such as at an airport, transit center, third-party facility, camp-based operation or sub-office, or in relation to transportation. 2. Perform airport services, such as providing custodial care of travel documentation; verifying identities and documentation, including exit permissions, visas, tickets and other items in the travel bag; assisting with airport formalities, including flight arrivals, curb-side assistance, check-in, luggage formalities, immigration procedures, security screening systems and customs clearance; escorting arriving individuals to ground transportation and departing individuals to their gates; visually confirming flights have departed; ensuring individuals with special needs or equipment receive appropriate support; and, as needed, sending notifications using relevant systems. 3. Assist individuals at transit centers or third-party facilities, including upon arrival with sign-in, verification of identity, orientation, food and non-food items and room assignments; during their stay with food and non-food items, instructions, briefings, activities and resolution of issues; and upon departure for medical appointments, return travel or onward travel with briefings, luggage support and transition to transportation. Enter and update relevant data in the appropriate systems and ensure vulnerable individuals are assisted in a manner that ensures their safety, security and comfort; report all issues immediately to the appropriate supervisor(s). 4. Provide assistance at transit centers and third-party facilities for extended periods of up to 12 hours and during overnight periods, ensuring the needs of individuals are met throughout their stay. Communicate promptly with third-party facility representatives and/or supervisors if issues arise. 5. Assist in the coordination of transportation from consolidation points, transit centers and third-party facilities, including liaising with service providers, ensuring the identity verification, readiness and organization of individuals being transported, and providing relevant briefings. Assist with baggage sorting, tagging and handling and escort individuals on transportation as needed. Ensure individuals with special needs are provided with appropriate services and report any issues to supervisors immediately. 6. Provide selection mission support, exit permit support and/or interpretation services for individuals at the airport, in transit centers, camps, consolidation points and third-party facilities or during transport by air, ground or water. 7. Provide regular feedback on work being accomplished to the Operations Assistant (Team Leader) and/or supervisors and team members and keep supervisors immediately informed of any issues requiring their attention. 8. Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the Operations Assistant (Team Leader) or management of any non- compliance to SOPs or codes of conduct by IOM staff members or partners. 9. Perform such other duties as may be assigned. IV.
