Position Summary

RTI International is the prime implementor of the USAID Jifunze Uelewe activity focused on sustainably improving literacy and numeracy outcomes of “all learners” from pre-primary through Standard 4 in five regions of Tanzania. For the purpose of this program, “all learners” includes, but is not limited to, marginalized and vulnerable girls and boys, learners with disabilities, minority and linguistic minority groups, urban and rural learners, learners affected by crisis or conflict, and those living in poverty.  The Finance Manager will provide support for finance aspects of the project. S/he will provide support and work with the contractor’s internal auditing system, Deputy Chief of Party (DCOP) Operations and Regional Finance Manager. Finance Manager will support to ensure appropriate systems, procedures, (payroll, cash management, vendor payments, budgeting and others related to financial management) in place are adhered to with proper internal controls. S/he will support to provide capacity building and financial training for internal staff and partner NGOs. The Finance Manager will report directly to DCOP Operations. This position is based in Dar es Salaam.

Primary Responsibilities:

  • Support to oversee the finance and administration functions for project and ensures compliance with RTI and USAID procedures
  • Monitor and strengthen the projects’ internal control systems and support ongoing financial audits.
  • Review the supporting documents for payment and journal entries for reasonableness, allowableness and allocableness, and ensure that they are all accurate, adequately supported, and documented in accordance with RTI Policy and USAID regulation.
  • Review all Mobile Money payment transactions in QuickBooks and ensure all transactions are recorded with correct GL code and Charge Codes/Objectives, and properly supporting documents attached.
  • Support DCOP Operations in the preparation and submission of monthly financial statements (including expenses, receivable, and payables).
  • Ensure timely submission of monthly accounting reports including trial balances, balance sheets, and P&L statements to RTI Home Office. Support the preparation of monthly staff payroll and reconciliation.
  • Ensure appropriate systems and procedures (Cash management, vendor payments, budgeting, and other related FM) are in place and functions properly. Assist to monitor cash flow and reconciles cash accounts to maintain appropriate cash balances.
  • Support Regional office vendors’ payments and reconciliations. Responsible for disbursement of travel advances and review of the expense reports.
  • Manage accounts receivables and third-party payments accounts; prepare monthly receivables account reconciliation and follow up on aged receivable accounts with regional finance teams and project finance managers.
  • Perform other duties as assigned by supervisor.

Knowledge, Skills and Abilities Required:

  • Master’s Degree in Business and/or Public Administration; Master’s in Accounting, and/or Financial Management, or appropriate equivalent academic degree at least in the master’s level.
  • Professional Accounting Designation (CPA, ACCA), or significant progress toward obtainment of designation preferred.
  • At least 8 years of experience in financial and administrative management of programs in sub-Saharan Africa, including experience in the management of USAID-funded and/or education projects strongly preferred.
  • Expert knowledge of USAID financial rules, regulations, procedures, and reporting requirements. Prior experience overseeing finance and administration for a large, complex, USAID-funded projects is an added advantage.
  • Excellent track record of good interpersonal, supervision, leadership, and managerial skills.
  • Results-oriented and team player and ability to follow guidelines and controls required of the position.
  • Advanced budgeting, financial analysis, and MS Excel skills required.
  • Proficiency with accounting software (QuickBooks preferred), Word, Excel, PowerPoint, and Access.
  • Strong oral and written communication skills. Excellent interpersonal skills.
  • Must be professionally proficient and fluent in written and spoken English.
  • A willingness and ability to work in a fast-paced, team-oriented environment is also essential.
