Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). Responding to the growing demand for supporting inclusive and sustainable industrial development (ISID) in the era of the new industrial revolution, the Department of Digitalization, Technology and Innovation (DTA/DTI) leads the way in addressing opportunities, challenges and risks stemming from the fourth industrial revolution (4IR) and its contribution to sustainable socio-economic progress. The Department is responsible for the strategic coordination of 4IR-related matters with designated focal points in other technical Departments and organizational entities of UNIDO, as appropriate. In consultation with public and private partners, DTI designs and implements holistic interventions that are tailored to specific country needs.

The position is located in the Innovation and Digitalization Division (DTA/DTI/IDD). The division promotes digital transformation and innovation ecosystems building, to advance the economic competitiveness of developing countries by helping them to benefit from the rapid progress of digital and convergent technologies associated to the Fourth Industrial Revolution (4IR) and ensuring a smooth transition towards cyber-physical industrial systems and a smart society.

PROJECT CONTEXT

In the global fight to overcome the COVID-19 virus, UNIDO joins the response efforts of the international community, including the United Nations system and counterpart governments across the world, to address this crisis. UNIDO has been implementing a range of measures responding to the emergency to mitigate the strain on the livelihood of the people, and in particular, to recover from the socio-economic shock.

The overall objective of the proposed UNIDO project is to promote public health and social resilience against COVID-19 by strengthening the domestic supply chains of Personal Protective Equipment (PPE), disinfectants, and hand hygiene supplies.

To achieve the aforementioned objective, this project will build the national capacity of the production through upgrading relevant domestic producers, material suppliers, and supportive public organizations in terms of 1) production capacity, 2) quality, and 3) business resilience and continuity in case of emergency situations. Importantly, the project will provide not only short-term assistance for the people, hospitals, and medical institutions, who are currently in need of improved access to PPE, disinfectants, and hand hygiene supplies, but its successful implementation will also contribute to medium- and long-term humanitarian development of the country and region by anchoring stable public health and bringing stability to both economic activities and the livelihood of the people, while sustaining employment and sources of the livelihood of the people by underpinning the domestic production sector.

Main Functions

Under the overall technical supervision of the Project Manager(s) at UNIDO headquarters and day-to-day operational work coordination with UNIDO Representative, the National Project Coordinator (NPC) will be responsible for the national level coordination and overall supportive assignments in the implementation of the project activities, including planning, monitoring, and daily control of the project activities in the field. The NPC is responsible for identifying potential risks in the planning, preparation, and implementation of the project, The NPC is expected to perform the following duties:

1. Overall tasks:

- Oversee the day-to-day coordination of the project including administration and accounting procedures in collaboration with relevant executing agency and other stakeholders for timeliness of project implementation

- Be fully aware of and familiar with all financial and technical rules, regulations and procedures relevant to project implementation. Ensure that project staff and other relevant staff of participating institutions are aware and familiar with the rules, regulations and procedures with their application

- Liaise regularly with UNIDO PMs, UR in Tanzania and counterparts on project activities to ensure that the decisions are implemented and actions undertaken on time

2. Work planning and monitoring

- In close cooperation with the project team, elaborate a work plan and monitoring framework, which is consistent with the project’s logical framework and with clear indicators

- Coordinate, monitor and supervise activities of national experts providing inputs to the project including review of technical and progress reports and their timely submission

- Coordinate, monitor and report on project activities implemented at participating institutions that signed contract with UNIDO

- Support organization of workshops/meetings and trainings, where and when necessary

3. Support for implementation of project activities:

- Facilitate identification of potential beneficiaries and stakeholders for implementation of project activities

- Facilitate and support the team of international and national experts in conducting the assessment of local supply chain of Personal Protective Equipment (PPE), disinfectants and hygiene supplies by identifying potential partner institutions, facilitate access to relevant database for data collection and overall quality of the deliverables

- Support in the adoption of greener technologies for local production of disinfectants and hand hygiene including identification of manufacturers, infrastructure and technical capacity

- Assist in the screening and pre-assessment/selection of relevant experts and service providers

4. Reporting:

- Collect and maintain project data

- Prepare project progress and final report

5. Visibility promotion and communication:

- Plan and coordinate visibility relevant activities, including the preparation of materials and publications

- Facilitate the communication activities between donor and UNIDO

6. Other general support functions:

- Undertake any other assignments and assistance for timely and effective implementation of the project, such as: participation in project-related meetings, and providing support in organizing field visits for international experts and the project team

7. Submit final report on above activities.

8. Preform other duties as may be assigned by the PM or UR.

Minimum Requirements

Education
Advanced university, masters or equivalent, degree in science, business management, economics or other relevant disciplines focusing on a specialization in business process, manufacturing process, project management business environment of medical supplies,such as Personal Protective Equipment including sanitizers. A first level degree may be acceptable if combined with at least 6 years of professional experience directly relevant for the assignment.
 
Languages
Fluency in written and spoken English as well as Kiswahili.
 
Field of Expertise 
Three years of professional experience in management and coordination of development cooperation projects in Tanzania; similar functional experience in UN agencies will be an asset;

Minimum of three years of experience in the field of the project as described in this Terms of Reference;

Able to draft, edit, and produce written proposals, and result-focused reports.

This appointment is limited to the specified project(s) only and does not carry any expectation of renewal.
