Duties
Policy and communications program management 60%
Designs
and leads the execution of a policy and communication plan that
promotes the agency’s core policies and procedures raising awareness of
CDC Tanzania programs and research among the target audiences.
Conducts
formative research using extended data analysis, key informant
interviews, literature review and focus groups to assess current
situation and related communication needs, to identify target audiences,
to
identify potential collaborators, communication channels and
their capacity to quickly disseminate critical messages and program
information.
Establishes and maintains personal contacts in the
governmental, non-governmental, academic, and commercial sector media
outlets in Tanzania. Identify individual reporters and media outlets
that may have a particular interest in various aspects of CDC Tanzania programs and activities.
Provides
support to the ADCP and CDC Tanzania leadership, the Ministry of Health
(MOH) and other funded partners to implement a communication and policy
strategy by organizing communication reports and products e.g. press
releases, media interviews, priorities and programs. Participate in the
set-up and preparation of all media events sponsored by CDC Tanzania.
Assists
in the development of timelines and objectives for particular
communication and policy approaches, protocols, and messages and in the
selection of appropriate communication channels and messages. Leads in
research, interviewing, writing, editing, proofreading and distribution
of content for electronic and print communication.
Arranges press
coverage for events such as high-level delegations, workshops,
surveillance and research releases, dissemination meetings, and
trainings. Writes press releases and provides information in response to inquiries from the local media, referring sensitive policy questions to the ADCP or others in CDC Tanzania leadership.
Design,
develop, implement and maintain a policy and communications products
for CDC Tanzania. This will include working with CDC Tanzania staff to
develop and update policy documents, fact sheets, cables, and
other resources.
Administrative Management 20%
Provides
formal and informal training on policy and communication strategies to:
support high-level visits, engage with government officials, deliver
effective interviews, including the use of message boxes to develop.
and
organize their ideas and thoughts, and to focus on one, or a handful,
of simple messages when talking with the media; ensure that appropriate
messages, positioning, and materials are delivered in a favorable
manner; ensure that production of annual reports, newsletters, fact
sheets, and other products are deemed necessary to express the desired
message and positioning for strategic communication with stakeholders;
provide advice and assistance for the design and maintenance of a
website that works to promote CGH and its activities.
Monitors local
press, radio, and television and independently distill the most
important news items in the media and distribute this information as a
media summary for the CDC Tanzania office and to other interested
sponsoring agencies. Analyze and report on the media sector and
information-dissemination trends in Tanzania.
Maintain an annual
media event calendar to alert CDC Tanzania staff of upcoming
opportunities to communicate success stories, data release, results of
research and other program updates.
Maintain a repository of issue briefs, reports, press releases and articles, story logs and art or photos.
Program Monitoring and Evaluation 20%
Oversees
the monitoring and evaluation elements into the policy and
communication plan. Ensures that all communication products are properly
pre-tested, designed, distributed, recorded, maintained and loaned.
Ensures that they are tracked, evaluated, and revised when necessary.
Documents/records reach of each communication material when possible,
e.g. how many viewers, how many readers, how many participants, etc.
Evaluates communications process and outcome. Use theory and various
evaluation methodologies in a cost-efficient manner. Leads the
dissemination of evaluation results to stakeholders. Plans and revises
communications based on evaluation.
Job holder will perform other duties as assigned.
Qualifications and Evaluations
- Requirements:
EXPERIENCE: A minimum of five years of progressively responsible experience in communications media as a journalist or in radio broadcasting, experience writing and editing health or scientific materials and adapting technical material for general audience, developing messages, writing health communications materials, and adapting scientific and technical information for a variety of audiences is required.
- Education Requirements:
Masters’ degree in journalism, communications, English or liberal arts degree is required.
- Evaluations:
LANGUAGE: Fluent (fluency – speaking/reading/writing) in English is required. Fluent (fluency-speaking/reading/writing) in Kiswahili is required. (this may be tested)
