II. ORGANIZATIONAL CONTEXT AND SCOPE

The Global Compact for Safe, Orderly and Regular Migration (GCM) is a non-binding agreement, prepared under the auspices of the United Nations, adopted by Member States, including the United Republic of Tanzania, in December 2018. The GCM is anchored in the 2030 agenda and serves as a roadmap to help achieve the migration dimensions of the SDGs.

IOM is committed to ensuring that the activities of the UN system maximize the development potential of migration. IOM’s strategic vision provides a blueprint on how to respond to these opportunities by recognizing the important role that migration can play in promoting human development when occurring in a safe, orderly and regular manner. To achieve this, it will be important to draw linkages between the GCM and the Sustainable Development Goals (SDGs) and raise awareness among UN country team (UNCT) members and members of the Networks on Migration on the connection between migration, the GCM and the SDGs. Mainstreaming migration in the UN Sustainable Development Co-operation Framework and Common Country Analysis and identifying entry points through the SDGs and Objectives of the GCM is crucial.

Under the direct supervision of the Programme Coordinator, and under the overall supervision of the Chief of Mission, and in coordination with Regional Liaison and Policy Officer in the Regional Office in Nairobi as needed, the Programme Assistant (Migration Policy & UN Reforms) will support IOM Tanzania’s work in developing responses to policy processes and partnerships with a range of actors in view of the above.


III. RESPONSIBILITIES AND ACCOUNTABILITIES


The selected candidate will be responsible for the following duties and tasks:


1. Research, collect and analyse relevant information pertaining to mainstreaming migration in the UN Sustainable Development Co-operation Framework for the United Republic of Tanzania and Common Country Analysis and identifying entry points through the SDGs and Objectives of the GCM.

2. Monitor and analyse key migration related policy and strategic developments including emerging issues; draft, coordinate inputs and disseminate regular updates on policy developments.

3. Support IOM Tanzania’s participation and in UN-led processes and working groups as well as inter-agency cooperation (including the UN Migration Network, UN Reforms) where migration issues are relevant;

4. Assist in compiling and drafting policy briefs and documents, information materials, presentations and other materials for reports, plans, studies, briefings, talking points, recommendations, meetings etc.

5. Support IOM Tanzania’s efforts in its advocacy and outreach functions.

6. Draft, coordinate and consolidate inputs for IOM’s regional and institutional reports.

7. Support country-level strategic planning, as required.

8. Provide support in organizing and coordinating meetings, trainings including drafting meeting agendas, sending out invitations, drafting summaries of coordination meetings, circulation of relevant materials and publications among partners agencies.

9. Assist the Programme Coordinator with clerical and operational support while assisting the Government identifying its priorities to support the implementation of the GCM by initiating stakeholder consultations to identify the GCM priorities and developing a plan of action to facilitate implementation of the GCM commitments at national level.

10. Assist in preparing trainings for staff to understand UN reforms.

11. Assist in mapping government regulations and policies related to migration and linking these to the ongoing assessment led by the Regional Office.

12. Participate in relevant meetings as assigned.

13. Perform any other duties as may be assigned.


IV. REQUIRED QUALIFICATIONS AND EXPERIENCE

EDUCATION

Requirements:

1. Bachelor’s degree from an accredited academic institution in Political or Social Sciences, International Relations, with at least two years of relevant working experience;

2. Experience liaising with UN agencies;

3. Experience liaising with government agencies as well as with various national and international NGOs;

4. Sound and proven understanding of migration issues in United Republic of Tanzania and in East Africa.

5. Experience working with United Nations Agency, Non-Governmental Organisations (NGOs), Government agencies or in the private sector.

6. Excellent knowledge of the SDGs.


SKILLS

• Proficient in computer software: Microsoft Office (Outlook, Words, Excel, power point and Internet Explorer).

• Strong interpersonal and communication skills

• High level of computer literacy

V. LANGUAGES

Fluency in English is required (oral and written).

Good command of written and spoken English
