Overview

Jhpiego seeks a Maternal and Newborn Health (MNH) Advisor to provide technical advice and oversight for an upcoming five-year U.S. government funded integrated health project aiming to increase the demand for and use of quality integrated RMNCAH services in target regions, particularly by youth and women. The position, in collaboration with the Technical Director and Government of Tanzania leadership, will lead MNH design and day-to-day management of technical assistance efforts to improve capacity of the Government of Tanzania to deliver quality reproductive, maternal, newborn, child, adolescent health and CECAP services at the facility and community level.


The Maternal and Newborn Health (MNH) advisor will provide technical and program leadership to field implementation teams in order to scale-up evidence-based and high-impact interventions for MNH both at health facilities and within communities.  S/he will be responsible for coordinating directly with Government of Tanzania (GoT) counterparts (PORALG and MOH) to co-design, implement and oversee timely reporting MNH activities in coordination with the GoT and other technical advisors to ensure integration and efficiency in service delivery.  S/he will also work with GoT counterparts to ensure accountability for national, regional and district leaders to organize capacity-building activities for health providers, with a specific focus on emergency obstetric and newborn care (EmONC). . S/he will also work with M&E staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate.

Responsibilities

  •  Work collaboratively with Government of Tanzania (GoT) counterparts at district, regional and national levels to co-design, implement, monitor and oversee MNH technical and programmatic aspects of the program.
  • Provide technical leadership, support, and supervision to project supported MNH activities.
  • Ensure technical excellence related to the training and quality assurance approach across MNH clinical interventions and service delivery in program focus regions.
  • Collaborate closely with other Team Leaders to ensure harmonization of project approaches across technical and geographical areas, regularly review data and identify performance gaps and action plans as needed.
  • Improve data use among project, MOHCDGEC, PORALG, R/CHMT and health facility staff to improve indicators and pivot implementation as needed.
  • Provide technical support to strengthening facilities in their ability to provide the minimum package of MNH services.
  • Assist in the assessment of clinical training and mentorship needs of healthcare providers and design and implement of appropriate measures to address those needs.
  • Identify evidence-based practices related to MNH programming and facilitate application in C3HP-RMNCAH Project and provide technical guidance in the implementation of integrated MNH with other clinical services including FP, gender, CECAP, immunization and child health interventions
  • Develop and facilitate implementation and institutionalization of a quality improvement model in all levels of service facilities
  • Conduct regular mentoring and on job training to equip health care providers with MNH skills, including in emergency obstetric and newborn care (EmONC).
  • Collaborate closely with R/CHMTs in supportive supervision to ensure quality services delivery to clients.
  • Ensure performance and quality improvement approaches in clinical sites as approved by Jhpiego and/or the MoHCDGEC.
  • Provide leadershipin  building local capacity through mentoring of counterparts and close collaboration of Ministry of Health and PORALG colleagues, in MNH clinical areas including EmONC, PNC, Child health, etc
  • Participate in the project’s internal meetings and share challenges and lessons learned in implementing activities in areas of technical expertise.
  • Identify and disseminate best practices and new technical strategies and approaches in areas of expertise.
  • Ensure implementation and documentation of evidence-based clinical training materials and standards, supervisory systems and other approaches.
  • Provide technical input during the development of work plans and/or long-term strategies.
  • Provide technical oversight to regional  teams and ensure appropriate support and preparation for training activities.
  • Provide technical support to program staff to create linkage of Community Health Workers (CHW) and health facility staff in the program areas and create sustainable mechanisms
  • Coordinate and co-design activities with key stakeholders at the regional level, including other USG-funded activities to facilitate implementation of quality RMNCAH activities at scale.
  • Collaborate with MOHCDGEC and other stakeholders in development/adaptation of guidelines, policies, SOPs as aligned with new global evidences
  • Coordinate with regional teams to prepare quarterly and annual project reports
  • Document best practices, technical briefs, success stories and other communication deliverables
  • Perform other duties as directed by the senior staff.

Required Qualifications

  •     Advanced degree in clinical medicine, Master's degree in Public Health is preferred
  •     7 years of work experience in MNH. Experience working in maternity care is a plus.
  •     Be an excellent classroom and clinical trainer with at least two years’ experience in clinical training.
  •     Experience working in the private sector/NGOs.
  •     Demonstrated experience designing and implementing capacity-building and quality improvement programs for MNH.
  •     Ability to coach, mentor and develop technical capacity in service delivery programs and technical staff in the areas of maternal, newborn  health, and performance and quality improvement.
  •     Experience managing quality improvement initiatives.
  •     Proven leadership and management skills with the ability to multi-task
  •     Self -management is necessary (i.e. motivation, dealing with pressure, adaptability).
  •     Ability to communicate effectively, instilling trust and confidence.
