Position Title: Public Health Specialist (Data Analyst)

Duties

Agency Advisor and Coordinator of Data-related activities 40%
The Public Health Specialist will ensure CDC-supported programs provide quality data-related activities across all the CDC programs by providing data-related technical expertise across all CDC technical areas. S/he will work with the CDC and stakeholders to strengthen data-related technical skills and conduct complex and advanced analyses. These may include the harmonization of indicators, data use, and management of multiple data sources and reporting systems; advocate and guide the integration of new technologies; and conduct analyses to assess progress towards deliverables.

Program Management, Coordination, and Advisory Functions 30% 
The Public Health Specialist will provide day-to-day data-driven technical expertise, including input and monitoring of IP’s activities and deliverables, site visits to review program implementation, and collaborating with stakeholders and beneficiaries. She/he will communicate findings and recommendations to the CDC leadership and, as appropriate, implementing partners and GOT counterparts. The Specialist will review performance reports to ensure that IPs comply with bilateral government agreements and monitor performance expectations in their work plans and as stipulated in their award(s). S/he will ensure compliance with PEPFAR and CDC policies and regulations and host government agreements.
The Specialist will collaborate with professionals and program personnel in all Mission sectors in the planning, design, budgeting, development, implementation, management, and monitoring and evaluation of CDC activities. In the course of the assignment, the incumbent will represent the CDC, its activities and programs to Government of Tanzania (GOT) counterparts, other donor agencies, to Implementing Partners, the private sector, and the broader USG interagency President’s Emergency Plan For AIDS Relief (PEPFAR).
The incumbent ensures that data and service quality through the review, assessment, and coordination of data management, analysis, and dissemination. As gaps and challenges are identified, the use of a systems-based approach for ongoing remediation within the specified time is required.
Further, as a member of CDC’s Data and Science Pillar, cross-collaboration and professional development opportunities are available within the sister branches of data use, surveillance, research, and scientific review.

Monitoring and Reporting and Financial Management 30%
The Public Health Specialist will collaborate with the appropriate interagency technical working group(s) to ensure that quality of services across all HIV/AIDS services related performance monitoring and reporting systems are in place and periodic, reliable measures and indicators of program quality and impact are established. S/he will maintain a regular schedule of project visits to partner headquarters and field sites, recommending adjustments to program activities as appropriate. The Specialist will oversee, manage, and monitor data-related activities on an ongoing basis, prepare progress reports for use within the CDC team and TWG, and others as needed, assess progress in achieving outputs and results, and evaluate and assess activities as required. The Specialist will continually work to enhance the achievement of results by periodically reviewing the development context, indicators and results, and activity implementation progress, identifying problems, and suggesting solutions. Additionally, s/he will monitor the financial management of assigned activities to identify appropriate and timely funding of activities of approximately 15 million USD, monitor program activities to ensure activities comply with CDC financial regulations and report any financial discrepancies to the Branch Chief.

Qualifications and Evaluations

Requirements:
EXPERIENCE:  A minimum of five years of progressively responsible, professional-level experience in a data or public health area is required. Experience must have provided the opportunity for performing data-driven project design, program planning and implementation, monitoring and evaluation, large-scale database management and manipulation, and data analysis.

At least two years’ experience in development or data work for international organizations, GOT organizations, or private sector institutions, including technical expertise, support, and project management and oversight is required.

Education Requirements:
Bachelor’s degree in computer science, health informatics or public health (ideally, biostatistics or epidemiology) is required.
Evaluations:
LANGUAGE:  Fluent – (speaking/reading/writing) in English is required. (this may be tested)
Fluent – (speaking/reading/writing) in Kiswahili is required.
