From the Discussion in our Open Telegram Forum , it seems that a number of applicants suffered the "Job Application FAILED" Error when applying for the recently advertised 1097 Job Vacancies from the TRA.
Some of our Valuable members have proposed the solution below to the "Job Application FAILED " Error.
PROPOSED SOLUTION
It Could be that there are some items you haven't completed such as professional qualifications, working experience, Training or passport not set or the Total amount of details that your are submitting have not reached 85% ( suggested aim for 95 % ) and above, that is also a factor that can lead to your Application being rejected by the System.
Also as if in the case on your CV you have officially put the level of your education as diploma and Then when you come to apply , you apply for the job as if you are on degree level then system detects & rejects your application automatically.

I called utumishi for the help and seems even themselves wana tatizo katika mtandao wao....so I hope they are working on it...😒😒
Our Advice is for you to take your time to update your profile completely then keep trying at-least once per day to see if the issue is full resolved by Utumishi Tech team.
