The jobholder reports to the Procurement and Stores Manager. He/She assists Management and staff on procedures to be followed in procurement as well as maintenance of stores and supply of equipment and working tools. He/She also plays role in the Tender Board and other procurement activities.
Key Responsibilities;
- To provide support in coordinating procurement plans across the bank
- To attend to inquiries from bidders and suppliers
- To assist the Secretary to the Tender Board in preparing agenda for Tender Board meetings
- To maintain registers of all procurement and supply contracts
- To participate in tender evaluation
- To prepare compliance reports for submission to the Public Procurement Regulatory Authority
- To prepare contract documents
- To provide support in review and evaluate procurement requirements and recommend appropriate alternative procedures
- To provide support to preparation, coordination and implementation of Annual Procurement and disposal plans
- To provide support in coordinate preparing tender bidding documents
- To provide support to procuring goods and services as approved by the Tender Board
- To provide support in conducting training in procurement and contract management
- To maintain good working relationships with other divisions, directorates and units as well as external stakeholders
- To undertake any other duties as assigned by the supervisor or Procurement and Stores Manager.
Qualifications, Knowledge, Experience:
- University Graduate in Materials Management or related discipline from a recognized institution.
- Minimum of 3 years practical experience in procurement at Officer level.
- Leadership, motivation and people management skills.
- Team player with strong interpersonal skills.
- Computer skills.
- Registered by the Procurement and Supplies Professionals and Technicians Board (PSPT).
- Ability to interpret Procurement Act and its Regulations and implement them within bank’s strategic plan.
- Ability to manage assigned contracts, taking responsibility for quality assurance, service levels initiating and take corrective action as required.
- Knowledge of best practices in Procurement and Stores management.
