Individual Consultant:Gender Analysis of the Drivers for (Re-)Enrolment and Retention of Out of School Children in Zanzibar, Tanzania(90 Days)

The United Republic of Tanzania, both in Mainland and Zanzibar, has made significant progress in ensuring children access primary and secondary education. In Zanzibar, provision of education is guided by the Education Policy of 2006. The Zanzibar Education Policy stipulates 12 years of free compulsory basic education in pre-primary, primary and secondary levels. The Zanzibar Education Development Programme (ZEDP II: 2017/18-2021/22) is the key blueprint guiding the implementation and monitoring education sector achievements, gaps, barriers, and lessons through the set key performance indicators. The key feature of the currently operating ZEDP II is the commitment to provide twelve years of free and compulsory Basic Education to the entire population, leaving no one behind. Despite the ZEDP II commitments, most girls and boys in Mainland Tanzania and Zanzibar education ends at secondary schools. 

It is important to note that Zanzibar has made positive achievements towards gender parity, enrolment rate, completion rate at primary and transiting from primary to lower secondary rate which the ratio equals to 1, meaning both girls and boys have same opportunity. However, fewer adolescent girls transit to advanced secondary education. The transition rate from primary to O-level is 95% (92.1% boys and 97.8% girls), O-level to A-level is 19.8% boys and 14.2% girls. Inequity in attaining education persists across geographical areas, socioeconomic status, gender inequality and discriminatory norms, disability and with rural adolescent girls being the most affected. 

The 2018 Study on Capacity of Schools to Absorb Out-of-School children found that a total of 131,671 children aged 4-15 years in Zanzibar are out-of-school of whom 35,732 (girls being 45%) are aged 7-14 years. This figure including 9% who have never attended school representing 21 per cent of the respective school-aged population.  To ensure all school-aged children in Zanzibar have access to learning, the Ministry of Education and Vocational Training (MoEVT) in collaboration with UNICEF and Educate A Child (EAC) launched the “Education for All Out-of-School Children Programme” in Zanzibar in June 2021. This three years programme aims at ensuring all 35,732 primary school aged children (7-14 years) are enrolled in school, retained, and learn. 

However, attendance reports and observations following three months since commencement of the programme shows that significantly fewer girls are returning to schools (only 25% as compared to 75% boys). With this regard UNICEF and EAC in collaboration with MoEVT is commissioning an assessment study on gender analysis to identify the underlying barriers at system, school and community levels that contribute to dropping out of schools and constrain girls and boys to return to school, and identify solutions and opportunities to inform designing of gender transformative interventions for successful implementation of the programme that advance gender equality. 

The purpose of this consultancy is to provide an in-depth understanding and evidence on gendered gaps, barriers, differences in both communities and in formal structures, systems and policies contributing to school dropout and failing to return to schools among adolescent boys and girls; and identify opportunities and entry points to advance gender equality and girls’ empowerment in the education sector. The findings of the gender analysis of the education sector in Zanzibar will inform the EAC programme, the MoEVT, UNICEF and other key stakeholders in education supporting the RGoZ to design and deliver gender transformative education interventions. Specific objectives include: 

1. Assess on the key social economic and cultural drivers contributing to school drop for girls boys. 

2. Assess existing opportunities within community and how can they be utilized for a systematic approach in keeping adolescent girls and boys in school. 

3. Using the information collected work provide recommendation and develop an action plan for addressing return to school for adolescent girls (and boys). 

MAIN OBJECTIVES, DELIVERABLES AND TIME FRAME 

Main objectives

Propose and describe a gender analytical framework that will guide the analysis to identify gender gaps/barriers and opportunities in addressing gender inequalities on the education sector in formal and informal systems and structures. The analytical framework will help identify gender gaps and identify gender roles and power dynamics that operate in communities. 

b) Conduct literature review of existing studies, cross-sectoral analyses and policies on the gender equality considerations in education, and provide key data and evidence related to the gender-related barriers and bottlenecks affecting the right to education for girls and boys targeting primary school aged children 7-14 years. 

c) Review the ZEDP II, Zanzibar re-entry policy and recent evaluation report on re-entry of adolescent girls and engage other sectors and stakeholders gain insights on innovative multi-sectoral approaches to gender transformation initiatives in education. 

d) Identify the strengths, weaknesses, opportunities, and threats and possible measures for ensuring gender transformation at all levels of education. 

e) Present the draft findings in stakeholder workshop and jointly identify key gender issues and strategies that will ensure returning and keeping adolescent girls and boys in school. incorporate the stakeholders’ comments into the report 

f) Submit a final report including a costed strategy for its implementation, on the recommended interventions including systemic actions. 

1. Inception report: Concise report on how the consultant will carry out the work within a time-bound work plan with deliverables, assessment tools for all stakeholders that will approved by MoEVT and UNICEF (all assessment tools to be used in field visit will be submitted English and Kiswahili format). 

2. Gender review and analysis report: Concise report with all relevant opportunities, existing gaps and barriers that affects girls and boys’ access, retention, complete and learn. Identify key actions, and corresponding recommendations that will inform MoEVT and stakeholders to develop transformational interventions for girls and boys to return to school and are learning.

3. Gender Mainstreaming Action Plan: which addresses the gap identified in the gender assessment report. 

4. Validation: Prepare and make presentation for stakeholders for validation of the proposed actions and recommendations on Zanzibar education gender transformation strategy for out of school children. 

5. Final report: Final assessment report, and report on the stakeholder workshop including presentations and all data collected and utilized in the analysis.

 ADMINISTRATIVE ISSUES
The consultant will work directly with the Ministry of Education and Vocational Training. UNICEF will manage the contract and manage the overall quality in collaboration with the MoEVT. The level of payment will be determined by the profile of the proposed consultants and financial proposals. Payments will be made upon submission and acceptance of specified deliverables and submission of invoices. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

 MEDVAC INSURANCE
Consultant will be required to sign the Health statement for consultants /Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.

 PROJECT MANAGEMENT
The assignment will be funded and managed by UNICEF under the supervision of UNICEF’s Chief of Education, Chief of Zanzibar Field Office, Education Specialist in close collaboration with the Zanzibar Ministry of Education and Vocational Training.

 The MoEVT will organize, and lead activities related to inception, review of drafts, and validation meetings internally in collaboration with UNICEF team as well as other key stakeholders. 

UNICEF will be the main contact point for contractual issues while MoEVT will attend to all technical related matters.

 PAYMENT SCHEDULE.
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.  

Location and Duration:
Zanzibar covering both Unguja and Pemba Islands with travels in all five regions. Note that travel will be discussed in detailed in inception in collaboration with Ministry of Education and Vocational Training Zanzibar. The start date is 2nd January 2022 and end date 30th April 2022 for a duration of 90 days.

SUPERVISING AND REPORTING 
The consultant will work under the supervision of Chief of Education Section, Chief of Zanzibar Field Office and Education Specialist, Zanzibar.

Evaluation process and Methods
Evaluation approach is weighted reviews of technical and financial proposals at a ratio of 75/25 respectively.

 To qualify as an advocate for every child you will are expected to have the following…

 • A national consultant who has done similar job in Tanzania or other country.
• Advanced degree in gender in development, education or relevant social sciences.
• Demonstrated capacity and experience of more than 5 years on Gender analysis, development and evaluation of gender interventions especially in education.
• Experience leading participatory consultations including working with children, adolescents and members of community and capacity development processes with a wide variety of national and local stakeholders.
• Knowledge of local development and global advances in gender programming in similar contexts
• Fluency in English and Kiswahili is required.
