GEOTECHNICAL SITE INVESTIGATION  – TANZANIA - REF. 00-CNT-SUB-1011


Worley Europe Limited as EPcmC Early Services  Contractor for East African Crude Oil Pipeline   (EACOP) Project invites experienced and reputable Contractors to express their interest in providing Geotechnical Investigation Services for the EACOP Project.
The  Republic  of  Uganda, the  Uganda  National  Oil  Company (UNOC), the United Republic of Tanzania and/or Tanzania Petroleum Development Corporation (TPDC),  as well as other international oil  companies partaking in  the  development of Exploration Areas 1, 1A, 2 and Kingfisher Discovery Area in the Albertine Graben in Uganda or their affiliates will participate in the  implementation of the  EACOP  Project (Potential Pipeline Participants).
The EACOP Project development involves the engineering, construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongoleani, near Tanga Port in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE:

  • As part of its Scope of Work for the EACOP Project Worley Europe Limited (or its Registered Local Entity) will seek tenders for Geotechnical investigation Services in Tanzania. The scope includes up 33 boreholes and 30 test pits at six sites, located approximately 200 km apart, over a distance of approximately 1000km.
  • The requirements for the services shall include, but will not necessarily be limited to, the following:       
  • Drill rig capable of drilling a minimum of 40 metres below ground surface in soil and/or rock         
  • Current Drill rig inspection and maintenance records and certification for key components such as winch lines, shackles etc.         
  • Triple tube diamond drilling techniques in bedrock        
  • Ability to undertake Standard Penetration (SPT) tests, vane shear tests and collect Shelby Tube (ST) samples        
  • Installation of Standpipe piezometers         
  • Excavation of Trial Pits using a backhoe and excavator up to 5 m depth         
  • Log the soil and rock samples per specifications provided      Safely store and conduct soil, rock and groundwater testing in a certified geotechnical laboratory       
  • Safely store and conduct environmental testing in a certified environmental laboratory        Permeability and soakaway tests      
  • A factual report including but not limited to, site, trial pit and borehole photographs and logs, laboratory test results and summary of investigation


MINIMUM REQUIREMENTS:

Companies expressing their interest are invited to document their request with:        

  • Evidence of executing international and regional Geotechnical Services in compliance with all applicable laws and jurisdictions for major projects     
  • A detailed commitment to develop local / national content value         
  • Currently registered or a commitment to be registered in the Energy and Water Utilities Regulatory Authority (EWURA) Tanzania - Local Suppliers and Service Providers database (LSSP).       
  • A copy of their own and main suppliers ISO 9001:2015, ISO 22301:2019 and ISO/IEC 27001 current certification      
  • Health, Safety and Environment (HSE) performance statistics for the last three (3) years       
  • A two (2) years look ahead showing booked work, anticipated work and their remaining capacity for this particular scope of work


Interested companies which meet the minimum requirements and have the capacity to provide the services listed above should express their interest by sending together with the above listed documents an email to contractor-info@eacop-proc.com (Max. Email Size: 20 MBs & all documents  must be submitted in the English language) on or before 17:00 hours East African Time (EAT), on 08 January 2022.

Companies satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non-Disclosure Agreement (NDA), a detailed  pre-qualification  questionnaire  for further  evaluation. 

EACOP Project reserves  the  right not  to consider  companies  that  submit  an incomplete dossier.

Note: Only pre-qualified companies will receive an invitation to submit their bid in furtherance of the Call for Tender process.
