E-governance for Land Administration (PI 76685) Land Administration Management Specialist

Tanzania is planning substantial investments to accelerate the digital transformation of land administration services, and to scale-up land tenure regularization. During the coming years, two projects are expected to be channeled in the land administration sector by the World Bank and the Korea Export-Import Bank (KEXIM). Prior to these projects getting underway, and during the early stages of their implementation, a Technical Assistance (TA) program is being implemented until December 31,2022. The TA is financed by the Korea-World Bank Partnership Facility (KWPF) and will be implemented by the World Bank in close collaboration with the Ministry of Lands, Housing, and Human Settlement Development (MLHHSD). The objective is to support the MLHHSD in its effort to scale up investments in the land administration sector through the production and dissem­ination of knowledge on how to implement a digitally enabled spatial data infrastructure and modern land administration system in Tanzania.

The TA will finance components that concern national spatial data infrastructure, geodetic networks, mapping, field data collection, and land information system development. The focus of the consultancy being advertised is to provide technical assistance on the collection of field data and the management of a major program to issue certificates of rights of occupancy, certificates of customary rights of occupancy and residential licenses on a mass scale.

The consultant is expected to provide impartial and honest advice on all aspects of the TA that have to be implemented taking into account the Tanzanian context. A major part of the work will require strategic thinking and practical arrangements for the management and delivery of the major program for issuing certificates and registering property rights in an efficient and sustainable manner.

Qualifications

The Land Administration Specialist will:

  1. Have a basic degree (and preferably post graduate qualifications) in land survey, geospatial sciences or a similar specialization that demonstrates an understanding of mapping, town planning, cadasters, land registration or Geographic Information Systems.
  2. Have at least ten years post graduate experience in a selection of the above subjects.
  3. Have been in a managerial position in government service, a public body, the private sector or on major projects implementing geospatial services.
  4. Have worked in Tanzania on a continuous basis for at least ten years.
  5. Be fluent in English and Swahili.
