1.0 BUGANDO MEDICAL CENTRE

Bugando Medical Centre is a consultant and teaching hospital for the Lake and Western zones of the United Republic of Tanzania. It is situated along the shores of Lake Victoria in Mwanza City. It has 900 beds and over 1000 employees. It is a referral centre for tertiary specialist care for eight regions, namely: - Mwanza, Geita, Simiyu, Mara, Kagera, Shinyanga, Tabora and Kigoma. It serves a catchment’s population of over 14 million people.


1.1 NURSE II – 2 POSTS

1.1.1  DUTIES AND RESPONSIBILITIES

i.     To take general nursing care of patients;

ii.     To take care of DDA;
iii.     To administer drugs and other treatments as prescribed by medical doctors; and iv.     To perform any other related duties as may be assigned by his Supervisor.

1.1.2  QUALIFICATIONS AND EXPERIENCE

Holder of Certificate (NTA Level 5) in one of the following fields; Nursing, Midwifery or equivalent qualifications from  a  reputable  institution, and  must be  enrolled  with  the Tanzania Nurses and Midwives Council.

2.0  NATIONAL HOUSING CORPORATION (NHC)

National Housing Corporation (NHC) is under the Ministry of Lands, Housing and Settlements Development. The Ministry is represented by the Board of Directors which is responsible for the corporate policies and strategies. The day to day management of NHC’s business is overseen by the Director General who is responsible to the Board of Directors.
Effective from July, 1994, the Corporation’s portfolios have been divided into profit centers which are income generating and self-sustaining directorates and cost centers which play a supportive role. This role mandates the NHC to undertake an array of business.


2.1 PROCUREMENT OFFICER II - 3 POSTS

2.1.1 DUTIES AND RESPONSIBILITIES

i. To identify and prepare appropriate tender document for use in procurement processes;
ii. To prepare advertisements of tender opportunities;

iii. To prepare Secretariat papers for review and adjudication by the Tender Board documents;
iv. To  consolidate  requirement  from  user  department  for  preparation  of  Annual

Procurement Plan;

v. To prepare various procurement reports;

vi. To prepare and issue clarifications/addenda to tendering documents;

vii. To review tender evaluation reports prior to submission to tender board;

viii. To prepare tender opening and opening of received tenders;

ix. To maintain tender records; and

x. To perform any other related duties as may be assigned by the Supervisor.




2.1.2 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree or Advanced Diploma in Procurement and Supplies Management, Material Management, Business Administration majoring in  Procurement and Logistics Management, Logistics  Management or  equivalent  qualifications from  a  recognized institution and must be registered with the Procurement and Supplies Professionals and Technician Board (PSPTB) as a Graduate Procurement and Supplies Professional.

2.1.3 REMUNERATION:

2.2 SUPPLIES OFFICER II - 3 POSTS

2.2.1 DUTIES AND RESPONSIBILITIES

i. To assist in the preparation of the material requirement budget and procurement plan;
ii. To receive supplies into the store;

iii. To secure materials and supplies in the store;

iv. To issue materials and supplies from the store;

v. To initiate purchase of standard stock items and a prepare report; vi. To maintain the store clean and check the condition of materials; vii. To prepare and maintain supplier’s database;
viii. To participate in the collection and maintenance of records of receipts, storage and issuance of materials;
ix. To assist in the supervision of store operations;

x. To  supervise  procurement  operations  and  expedite  delivery  of  material  from suppliers;
xi. To design a location index for stores;

xii. To expedite the clearance of consignments at ports of entry;

xiii. To conduct stock checking; and

xiv. To perform any other related duties as assigned by the Supervisor.

2.2.2 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree or Advanced Diploma in Procurement and Supplies Management, Material Management, Business Administration majoring in Procurement and Logistics Management, Logistics  Management or  equivalent  qualifications from  a  recognized institution and must be registered with the Procurement and Supplies Professionals and Technician Board (PSPTB) as a Graduate Procurement and Supplies Professional.

2.3 ENGINEER II - 9 POSTS

MECHANICAL ENGINEER II – 3 POSTS

2.3.1DUTIES AND RESPONSIBILITIES

Construction

i.     To assemble and test experimental motor-control devices, switch panels, transformers, generator windings and other mechanical equipment and components;
ii.  To  coordinate  installation, maintenance,  repair,           overhaul, troubleshooting    and modifications, and test various types of mechanical equipment and related devices;
iii.   To analyze and make recommendations to the NHC facilities for improvements or modifications;
iv.     To   undertake   and   coordinate   periodic   inspection   of   the   NHC

infrastructures and facilities so as to ensure they are in good condition

v.     To coordinate works and projects and assign work to Technician, Senior Technicians, Principal Technicians and Graduate Engineers or less experienced Engineers on smaller and less complex projects;
vi.     To prepare and submit accurate annual assessments and product reports by analyzing charts, drawings, tests, and other data; and
vii.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.

Consultancy

i.     To  participate  in  the  preparation  and  or  modification  of  designs  of electrical drawings, specifications, calculations, charts and graphs, issue drawing packages and make recommendations;
ii.     To  prepare cost estimates and  Bill of  Quantities (BoQs) pertaining to electrical works for electrical installation systems;
iii.     To conduct conditional surveys, load studies and prepare reports;

iv.     To  prepare  documents  to  be  issued  for  information,  construction  and tenders;
v.     To supervise construction projects;

vi.     To conduct site inspections and prepare site inspection reports;

vii.     To carry out cost estimates of electrical equipment and works;

i.     To supervise repair and maintenance of buildings and equipment;

viii.     To coordinate works and projects and assign work to Technicians, Senior Technicians, Principal Technicians and Graduate Engineer or less experienced Engineers on smaller and less complex projects;
ix.     To prepare and submit accurate annual assessments and product reports by analyzing charts, drawings, tests, and other data; and
x.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.

ELECTRICAL ENGINEER II – 3 POSTS

2.3.4 DUTIES AND RESPONSIBILITIES

Construction

i.     To execute electrical installations under a Professional Engineer; ii.     To undertake regular inspections of electrical installation systems; iii.     To execute electrical installations under a Professional Engineer; iv.     To undertake regular inspections of electrical installation systems; v.     To carry out cost estimates of electrical equipment and works; and
vi.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.

Consultancy

2.3.6 REMUNERATION

CIVIL ENGINEER II – 3 POSTS

2.3.7 DUTIES AND RESPONSIBILITIES

Construction

i.     To execute civil and structural engineering works as per program of works and to the desired quality;
ii.     To prepare program of works for the NHC contractors;

iii.     To ensure quality in workmanship of construction works;

iv.     To conduct tests on building materials and components;

v.     To execute repairs and maintenance of buildings projects and equipment but under the supervision of a Professional Engineer;
vi.     To train interns and students on site works; and

vii.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.


Consultancy

i.     To participate in designing civil and structural works;

ii.     To prepare engineering drawings and specifications;

iii.     To prepare documents to be issued for information, permits, construction and tenders;
iv.     To prepare program of works for consultants;

v.     To ensure quality in workmanship of construction works;

vi.     To conduct tests on building materials and components;

vii.     To attend site inspections and site meetings;

viii.     To supervise repair and maintenance of buildings and equipment under the guidance of a Consulting Engineer; and
ix.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.



2.3.8 QUALIFICATIONS AND EXPERIENCE

Holder of Bachelor Degree or Advanced Diploma in Civil Engineering, or an equivalent qualification   from   a   recognized   institution.   Must   be   registered   with   Engineers Registration Board (ERB) as a Graduate Engineer.

2.3.9 REMUNERATION

Salary Scale: NHC 4


2.4 QUANTITY SURVEYOR II - 2 POSTS

2.4.1 DUTIES AND RESPONSIBILITIES

i.     To advise his/her seniors on all matters related to quantity surveying and contractual aspects;
ii.     To prepare bills of quantities;

iii.     To  provide  required  data  for  preparations  of  construction  contract documents and contract agreements;
iv.     To prepare of financial reports;

v.     To   participate   in   cost   reconciliations   for   the   projects   with   other directorates;
vi.     To participate in evaluation of tenders;

vii.     To prepare preliminary cost estimates on completion of sketch drawings;

viii.     To ensure cost – control of construction projects;

ix.     To take full measurement and prepare of final accounts (as per contract agreement) on completion of a project;
x.     To prepare and compile tender bid documents;
xi.     To prepare and manage projects such as cash flows and performance indicators, and manage and evaluate variations;
xii.     To prepare valuations and cost projections of the assignments to meet requirements of work in progress;
xiii.     To inspect site for collection of information for monthly statements;

xiv.     To prepare project financial reports that shows areas with risk;

xv.     To prepare project close out report in collaborations with the project team;

and

xvi.     To  perform  any  other  related  duties  that  may  be  assigned  by  the Supervisor.



2.4.2 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree in any of the following; Quantity Survey, Building Economics, Construction Management, Building Survey or an equivalent qualification from a recognized institution. Must be registered with AQRB as a Professional Quantity Surveyor.

2.4.3 REMUNERATION

Salary Scale: NHC 4



2.5 TOWN PLANNER II - 2 POSTS

2.5.1 DUTIES AND RESPONSIBILITIES

i.     To collect and analyze data for construction of new projects;

ii.     To  participate  in  the  development  of  project  briefs,  assess  project requirements and their impact on the local environment;
iii.     To maintain all planning records of the NHC projects;

iv.     To participate in designing layouts of the NHC projects and infrastructures;

v.     To participate in the scan and digitization processes of all areas where

NHC infrastructures will be developed;

vi.     To provide technical support on the planning and design of all new NHC

system components; and

vii.     To  perform  any  other  related  duties  as  may  be  assigned  by  the

Supervisor.

2.5.2 QUALIFICATIONS AND EXPERIENCE

Holder of Bachelor Degree in any of the following: Urban and Regional Planning, Rural Development Planning, Housing and Infrastructure Planning or an equivalent qualification from a recognized institution.

2.5.3 REMUNERATION

Salary Scale: NHC 4


2.6 LAND SURVEYOR II - 3 POSTS

2.6.1 DUTIES AND RESPONSIBILITIES

i.     To carry out land and building surveying operations;

ii.     To create maps and graph using GIS software and related equipment;

iii.     To meet with users to define data needs, project requirements, required output s or to develop applications;
iv.     To conduct surveys and prepare sketches of earth surface reports;

v.     To participate in the collection, compilation and processing of spatial and non-spatial data for development of Geographical Information System (GIS);
vi.     To participate in the design and maintenance of GIS databases;

vii.     To participate in providing technical support on the use of GIS products by users;
viii.     To participate in the creation, populate and maintain corporate geospatial and attribute systems and databases;
ix.     To participate in providing technical support to internal and external clients on GIS-related issues;
x.     To participate in providing inputs including spatial analysis and thematic mapping to census or survey data analysis, report writing and dissemination;
xi.     To interpret and update maps; and

xii.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.



2.6.2 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree in Land Surveying, Geomatics, G.I.S or an equivalent qualification from an institution recognized by National Council of Professional Surveyors (NCPS).

2.6.3 REMUNERATION

2.7 ARCHITECT II - 4 POSTS

2.7.1 DUTIES AND RESPONSIBILITIES

i.     To  participate  in  the  creation  of  building  and  landscape  and  interior designs with sufficient details and specifications as per set requirements
ii.     To liaise with construction professionals about the feasibility of potential construction projects;
iii.     To work closely with a team of other professionals such as civil engineers, quantity surveyors, construction managers and architectural technologists;
iv.     To  facilitate  application  for  building  permit  for  construction  of  new buildings;
v.     To assess construction project proposals on development of real estate properties within the Corporation;
vi.     To participate in physical inspection of buildings, proposed construction sites within the Corporation or where the Corporation is contracted;
vii.     To prepare periodic architectural reports;

viii.     To   participate   in   the   preparation   of   project   implementation   and maintenance programs of infrastructure facilities, utilities services and any other strategic investment undertaken by the Corporation;
ix.     To attend site meetings and prepare minutes;

x.     To organize and manage project architectural activities;

xi.     To prepare project execution plans and performance management plans and monitor the performance contractors;
xii.     To evaluate bids for contractors and make recommendations for awarding contracts;
xiii.     To review detailed drawings and specifications;

xiv.     To prepare tender document (drawings and specifications) for contracts;

Holder of Bachelor Degree in Architecture, Building Design, Architectural and Building Engineering Technology, Landscape Architecture, Architectural Technology, Architectural  Engineering,  Interior  Design  or  an  equivalent  qualification  from  a recognized institution. Must be registered with AQRB as a Professional Architect.



2.7.3 REMUNERATION

2.8 ESTATE OFFICER II - 14 POSTS

2.8.1 DUTIES AND RESPONSIBILITIES

i.     To assess rents of newly built houses and revise rent for existing houses from time to time;
ii.     To  make  prompt  follow-up  on  the  timely  payment  of  house  rents  by tenants and to take appropriate action for any defaulter;
iii.     To attend to any disputes arising from tenants;

iv.     To  participate  on  preparation  of  annual  plans  and  budgets  for  the

Directorate; and

v.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.

2.8.2 QUALIFICATIONS AND EXPERIENCE

Holder of Bachelor Degree either in Property and Facilities Management, Real Estate Finance and Investment, Land Management and Valuation, or equivalent qualification from a recognized institution.

2.8.3 REMUNERATION

2.9 RECORDS MANAGEMENT ASSISTANT II - 5 POSTS

2.9.1 DUTIES AND RESPONSIBILITIES

i.     To maintain a diary and record of files for future action;

ii.     To ensure correct distribution of files to schedule officers for action;

iii.     To maintain a daily record of files distributed to officers;

iv.     To sort, address and dispatch letters;

v.     To register mails, files, indexes, and housing files;

vi.     To    check    and    prepare    straight    forward    documents,    simple correspondences of the stock letters and printed forms; and
vii.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.



2.9.2 QUALIFICATIONS AND EXPERIENCE

Form IV of VI Certificate with a Certificate in either Records Management or Archives

Management or an equivalent qualification from a recognized institution.

2.10 ICT OFFICER II      6 POSTS

ICTO - SYSTEMS ADMINISTRATOR II – 1 POST


2.10.1 DUTIES AND RESPONSIBILITIES

i.     To  conduct installation, configuration, and standardization  of hardware and software pertaining to reliable and consistent use of both Email and Internet communication;
ii.     To troubleshoot all network and computer related issues;

iii.     To   monitor   performance   and   manage   parameters   to   provide   fast responses to front-end users;
iv.     To provide input for the preparation of the ICT policy document;

v.     To provide input for the preparation of systems design;

vi.     To  participate  in  the  configuration  desktop  computers,  servers  and network devices to their optimal performance levels;
vii.     To provide support to end-users of the Corporation’s information systems;

and

viii.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.



2.10.2 QUALIFICATIONS AND EXPERIENCE

ICTO - SYSTEMS ANALYST II – 2 POSTS

2.10.4 DUTIES AND RESPONSIBILITIES


i.     To install standard software and PC operating systems;

ii.     To participate in installing networking hardware;

iii.     To design coding system jobs for users;

iv.     To perform system changes and system acceptance testing to ensure systems are operational to support the NHC operations;
v.     To ensure system security is in place and working; and

vi.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.

2.10.5 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree in either Computer Science, Computer Engineering, Software Engineering,  Information  Technology,  Database  Administration,  Computer  Systems Analysis, Computer Systems Security, Network Administration, Computer Applications, Computer Programming, or an equivalent qualification from a recognized institution.

2.10.6 REMUNERATION

ICTO - DATABASE ADMINISTRATOR II – 1 POST

2.10.7 DUTIES AND RESPONSIBILITIES

i.     To  respond  to  user  calls  and  analyze  and  rectify  faults  to  ensure accessibility to the database;
ii.     To report to the supervisor the faults that cannot be resolved by him/her;

iii.     To train of users on database accessibility;

iv.     To run the start, end of day and periodic processes for business systems;

v.     To  produce  relevant  reports  and  other  information  as  requested  by

Units/Directorates/Sections;

vi.     To provide access privileges of the system to users based on their areas of operations;
vii.     To participate in storing, managing and accessing various user data in computer system;
viii.     To design, develop and deliver to the end user relevant training as per users’ requirements and their domain of operations;

ix.     To implement ICT Security Policy and Guidelines across the Corporation;

and

2.10.8 QUALIFICATIONS AND EXPERIENCE

2.10.9 REMUNERATION

ICTO - NETWORK ADMINISTRATOR II – 1 POST

2.10.10      DUTIES AND RESPONSIBILITIES

i.     To ensure that the network is working at all times;

ii.     To ensure that all the necessary applications on line are working;

iii.     To ensure that storage devises and databases are on line at all times;

iv.     To report to the Supervisor on unusual events that cannot be corrected by him/her;
v.     To implement networks (LAN and WAN) and associated services for the

Corporation;

vi.     To complete the log of status on the functioning of the network including the faults and unusual events;
vii.     To undertake data backup activities; and

viii.     To  perform  any  other  related  duties  that  may  be  assigned  by  the

Supervisor.



2.10.11      QUALIFICATIONS AND EXPERIENCE

Bachelor Degree in either Computer Science, Computer Engineering, Software Engineering, Information Technology, Database Administration, Computer Systems Analysis, Computer Systems Security, Network Administration, Computer Applications, Computer Programming, or an equivalent qualification from a recognized institution.

ICTO - SYSTEMS SECURITY II – 1 POST

2.10.12      DUTIES AND RESPONSIBILITIES

i.     To detect and report all types of intrusion to the NHC network;

ii.     To monitor the performance of the Security Software;

iii.     To participate in alerting user on any identified risks including viruses;

iv.     To maintain a log of unauthorized attempts to break into the NHC network and take remedial actions;
v.     To resolve or recommend solutions for all problems related to software, hardware and networks;
vi.     To  liaise  with  suppliers  and/or  dealers  for  regular  software  updates including antiviruses;
vii.     To implement the NHC network Security policies and guidelines; and

viii.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor.



2.10.13      QUALIFICATIONS AND EXPERIENCE

Bachelor Degree in either Computer Science, Computer Engineering, Software Engineering, Information Technology, Database Administration, Computer Systems Analysis, Computer Systems Security, Network Administration, Computer Applications, Computer Programming, or an equivalent qualification from a recognized institution.


2.11  HUMAN RESOURCES OFFICER II - 1 POST

2.11.1 DUTIES AND RESPONSIBILITIES

i.     To support learning and development programs in the Corporation;

ii.     To  process  staff  long  service  recognition  awards  as  per  the  NHC Collective Agreement;
iii.     To participate in the management of the Corporation’s manning levels;

iv.     To prepare adverts of all approved vacancies on behalf of the Corporation;

v.     To establish and maintain a recruitment file for each role advertised;

vi.     To liaise with user department in shortlisting candidates;

vii.     To arrange all necessary logistics for employee interviews;

viii.     To  write  offer  letters  to  successful  candidates  and  regret  letters  to unsuccessful candidates;
ix.     To conduct reference checks on all new employees;
x.     To oversee that all necessary documents are duly filled and documented for all new employees; and
xi.     To  perform  any  other  related  duties  that  may  be  assigned  by  the Supervisor.



2.11.2 QUALIFICATIONS AND EXPERIENCE

Holder of Bachelor Degree in either Public Administration, Human Resource Management, Personnel Management or Business Administration majoring in Human Resource Management, Commerce majoring in Human Resources Management and Industrial Relations or an equivalent qualification from a recognized institution.

2.11.3 REMUNERATION

2.12 RISK MANAGEMENT OFFICER II - 1 POST

2.12.1 DUTIES AND RESPONSIBILITIES

i.     To perform an assessment of all key risks that the Corporation may face;

ii.     To conduct an independent review so as to ascertain that risk issues are being appropriately analyzed, evaluated and reported;
iii.   To conduct verification of reports on key indicators and provide recommendations on necessary improvements;
iv.     To prepare risk communication memos;

v.     To conduct risk and change management training programs;

vi.     To implement risk management plans;

vii.   To participate in monitoring the performance of the enterprise risk management program and related activities on a continuous basis taking appropriate actions to improve its effectiveness;
viii.     To prepare evaluation reports on the progress and efforts of enterprise risks initiatives, issues and trends on a regular basis;
ix.     To prepare reports on the Business Continuity Plans tests;

x.     To  perform  regular  Risk  Assessments  (RAs)  and  Business  Impact Analysis (BIA);

xi.     To   participate    in   coordinating   Business    Continuity   Management

Committee meetings keep records of same;

xii.     To  participate  in  conducting  awareness  and  advocacy  programs  on

Business Continuity Management throughout the Corporation; and

xiii.     To  perform  any  other  related  duties  as  may  be  assigned  by  the Supervisor;



2.12.2 QUALIFICATIONS AND EXPERIENCE

Bachelor Degree or Advanced Diploma in Insurance and Risk Management or any other related field from any recognized institution.


2.12.3 REMUNERATION

Salary Scale: NHC 4

3.0  KIBAHA EDUCATION CENTRE

Kibaha Education Centre is a multi-purpose educational institution that is situated in Coast  Region  about  40  kilometres  (24  miles)  west  of  Dar  es  Salaam  City  along Morogoro road. The Centre started in 1963, and it was sponsored by five countries The then Tanganyika Government on one hand and the Government of four Nordic Countries; namely: Denmark, Finland, Norway and Sweden. The Centre was known as Nordic  Tanganyika  Project  until  1970,  when  the  four  countries  handed  it  over  to Tanzania Government. The Nordic Tanganyika Project then became Kibaha Education Centre (KEC) as per establishment Act No 17 1969 as revised by Public Corporation Act, Cap 257 R.E 2002.


3.1 TECHNICIAN II (CIVIL) – 1 POST

3.1.1 DUTIES AND RESPONSIBILITIES

i.     To carry out construction of building activities in the centre;

ii.     To teach/supervise students on Civil Engineering works;

iii.     To assist Engineers to plan, design and construct buildings;

iv.     To mentor and supervise junior staff in all matters pertaining to civil works;
v.     To assist Engineers in inspecting standards and services of construction works; and
vi.     To provide best technical advice on the use of construction equipment in regard to technological advancement.


3.1.2 QUALIFICATIONS AND EXPERIENCE

Full Technician Certificate (FTC) or Diploma (NTA 6) in Civil Engineering or equivalent in related field from a recognized institution.



3.1.3 REMUNERATION

Salary Scale: PGSS 5
