1. POSITION TITLE: Senior Manager Quality Service Delivery (1 Post)

LOCATION: Dar es Salaam Region

REPORTS TO: Director of Technical Services/DCOP

Position Summary:

The Senior Manager Quality Service Delivery will be a health programs specialist and technical expert in all matters pertaining to public health program implementation. She/He will provide guidance and technical support to C3HP central team in the design, implementation, evaluation and reporting of the HIV and TB interventions as well as serve as the content experts on all matters pertaining to public health and epidemic control, in line with national guidelines and agreeable international standards. The Senior Manager Quality Service Delivery will also ensure continuum of care and program integration across the various program units and departments. The Senior Manager Quality Service Delivery will work under and advise the Director of Technical Services/DCOP on program implementation, outcomes and direction to ensure efficiency and sustainability.

Duties and Responsibilities:

1. Work with the DCOP to lead development of detailed programs work-plans, including goals, objectives, outputs and outcomes, as well as budgets in-line with donor, program and national priorities.

2. Support the DCOP in overseeing program implementation, perform work-plan and budget control, and ensure effective monitoring of programs work-plan implementation, outputs and outcomes.

3. Work with finance department to review financial burn rate in relation to outputs achievement and advise the DCOP on how to optimize financial performance towards efficiency and maximal outcomes.
4. Provide technical support to program managers in developing plans, priorities, strategies, evaluations and budgets and facilitate program integration across units to ensure synergies and maximal outcomes.

5. Conduct technical visits to supported regions & facilities to assess implementation of program priorities and work with regional project team to identify and address gaps in program implementation.

6. Lead and coordinate writing of key program and scientific documents including project proposals, work-plans, reports, best practices, lessons learned, abstracts, posters manuscripts, and policy briefs.

7. Conduct skills gaps assessment to C3HP project team and organize efforts to address these gaps through internal and external capacity building.

8. Coordinate various technical program meetings to review and monitor program progress and outcomes including weekly, monthly and quarterly program meetings.

9. Actively participate in and oversee technical site visits by the central government, PEPFAR
agencies, and other donor institutions to assess quality of C3HP supported services.

10. Actively participate in and represent the DCOP at national and global technical meetings to share progress, review priorities, develop guidelines and standards of operation in areas inline with C3HP project.

11. Support and advise the DCOP and project leadership and carry out relevant duties assigned by the DCOP and project leadership.

Requirements: Education, Work experience and Skills:

1. Medical degree (MD or equivalent) with Master’s degree in Public Health or related
discipline.

2. Minimum 10 years’ work experience in facility-based HIV program services including 5
years’ experience with HIV program planning and implementation at the national level.

3. Working knowledge of PEPFAR-funded HIV programs.

4. Demonstrable leadership experience in public health programs and services with competencies in supervising individuals and teams to deliver intended outcomes.

2. POSITION TITLE: Manager – Care &Treatment Service Delivery (1 Post)

LOCATION: Dar es Salaam Region
REPORTS TO: Senior Manager Quality Service Delivery 3
Position Summary: The Manager- Care &Treatment (ART delivery, FP&CECAP) Service Delivery is a member of the central technical team responsible for providing technical guidance on care and treatment services, family planning integration and CECAP services under the project. Working closely with the Senior Manager Quality Service Delivery, s/he provides technical assistance to the central and regional team ensuring effective implementation of interventions related to care and treatment family planning integration and CECAP in facility settings; as well as working with and providing technical support to other project staff at supported regions and regions, key stakeholders at national, regional and local government authorities and other partners.


Duties and Responsibilities:
1. Lead and oversee planning, implementation, M&E and reporting of Care & Treatment (ART delivery, FP &CECAP) services and other relevant activities across all supported regions and councils.
2. Oversee implementation of initiatives to address key program, donor and national priorities, including 2nd and 3rd 95 interventions, Cryptococcal program, FP/HIV integration and CECAP in line with national guidelines.
3. Forge strong partnership with key government ministries and offices at national, regional and council level, support national efforts and provide TA to relevant ministries, RHMTs and CHMTs in planning, implementation, M&E and reporting of HIV testing and prevention services.
4. Oversee needs assessment, on Care &Treatment (ART delivery, FP & CECAP) services and organize efforts to address these needs; including capacity building and health system strengthening - in collaboration with the R/CHMTs.
5. Oversee and ensure efficient management project expenditure and other resources as per approved work-plan and budget.
6. Work with the project M&EL unit to put in place an efficient system for routine Care
&Treatment (ART delivery, FP&CECAP) data recording, cleaning, reporting and utilization.
7. Lead efforts to robustly analyse and utilize Care &Treatment (ART delivery, FP&CECAP) data to inform plans, priorities and resource allocation and write reports, best practices and lessons learned for wider dissemination.
8. Lead efforts to identify gaps in Care &Treatment (ART delivery, FP&CECAP) services; design and implement operational research (OR), PHE, secondary data analyses and CQI initiatives to address these gaps; and write abstracts, posters manuscripts, and policy briefs to widely disseminate findings.

Position Summary: The Manager – PMTCT/EID and Pediatric HIV Service Delivery is a technical expert in matters pertaining to PMTCT/EID and Pediatric HIV Services. She/ He provides technical leadership and oversight of all PMTCT/EID and Pediatric HIV interventions and services. This includes; keeping abreast with key advances in the area of PMTCT/EID and Pediatric HIV services; translating into practice, key program, national and global priorities in PMTCT/EID and Pediatric HIV; as well as working with and providing technical support to other project staff at supported regions, key stakeholders at national, regional and local government authorities and other partners.


Duties and Responsibilities:
1. Lead and oversee planning, implementation, M&E and reporting of PMTCT/EID and Pediatric HIV services and other relevant activities across all supported regions and councils.
2. Position Summary: The Manager –HTS & Facility HIV Prevention Service Delivery is a technical expert in matters pertaining to HIV testing services (HTS) and HIV prevention. She/ He provides technical leadership and oversight of all HIV testing and prevention interventions and services. This includes; keeping abreast with key advances in the area of HIV testing and prevention; translating into practice, key program, national and global
priorities in HTS and HIV prevention; as well as working with and providing technical support to other project staff at supported regions, key stakeholders at national, regional and local government authorities and other partners.


Duties and Responsibilities:
1. Lead and oversee planning, implementation, M&E and reporting of HIV testing and prevention services and other relevant activities across all supported regions and councils.
2. Oversee implementation of initiatives to address key program, donor and national priorities, including index testing, focused PITC, peer-based ART linkage, HIV selftesting, PrEP in line with national guidelines.
3. Forge strong partnership with key government ministries and offices at national, regional and council level, support national efforts and provide TA to relevant ministries, RHMTs and CHMTs in planning, implementation, M&E and reporting of HIV testing and prevention services.
4. Oversee needs assessment, on HIV testing and prevention services and organize efforts to address these needs; including capacity building and health system strengthening - in collaboration with the R/CHMTs.

5. POSITION TITLE: Manager – TB & TB/HIV Service Delivery (1 Post)
LOCATION: Dar es Salaam Region
REPORTS TO: Senior Manager Quality Service Delivery
Position Summary: The Manager – TB & TB/HIV Service Delivery will provide technical direction for development and implementation of evidence-based, locally relevant strategies for integrated/comprehensive TB and TB/HIV activities consistent with C3HP HIV
TB results framework. S/he will oversee implementation and reporting of all the project’s TB and TB/HIV 8 activities, working closely with the National TB & Leprosy Program and other key stakeholders. She/He will also provide technical support to other project staff at supported regions, key stakeholders at regional and local government authorities and other partners.
Duties and Responsibilities:
1. Lead and oversee planning, implementation, M&E and reporting of TB and TB& HIV program per national guidelines and donor’s guidance and targets, across all the supported regions.
2. Oversee implementation of key program initiatives – in her/his unit - to address program, donor and national priorities - such as Intensified TB case finding, Ped TB, Community TB, TB/HIV integration, TB Preventive Therapy and TB Infection Control - in line with national guidelines.
3. Forge strong partnership with key government ministries and offices at national, regional and council level, support national efforts and provide TA to relevant ministries, R/CMTs and CHMTs in planning, implementation, M&E and reporting of TB and TB/HIV services.
4. Oversee needs assessment, on TB and TB/HIV programs and services and organize efforts

Position Summary: The Manager- ART Retention and Community Based Health Service Delivery is the technical expert in all matters pertaining to ART Retention and Community Based Health programs and services. She/ He provides technical leadership and oversight of related interventions and services. This includes; keeping abreast with key advances in the area of ART Retention and Community based health services; translating into practice, key program, national and global priorities; as well as working with and providing technical support to other project staff at supported regions, key stakeholders at national, regional and local government authorities and other partners.


Duties and Responsibilities:
1. Lead and oversee planning, implementation, M&E and reporting of ART Retention(continuity) and community-based health services and other relevant activities across all supported regions and councils.
2. Oversee implementation of initiatives to address key program, donor and national priorities, including ART continuity interventions, community linkage, community based DDD in line with national guidelines.
3. Forge strong partnership with key government ministries and offices at national, regional and council level, support national efforts and provide TA to relevant ministries, RHMTs and CHMTs in planning, implementation, M&E and reporting of ART Retention(continuity) and community-based health services.
4. Oversee needs assessment, on ART Retention(continuity) and community-based health services and organize efforts to address these needs; including capacity building and health system strengthening - in collaboration with the R/CHMTs.

7. POSITION TITLE: Advisor – Care &Treatment Service Delivery (6 Posts)
LOCATION: Iringa, Lindi, Morogoro, Mtwara, Njombe and Ruvuma
REPORTS TO: Senior Advisor Quality Service Delivery
Position Summary: The Advisor- Care &Treatment (ART delivery, FP&CECAP) Service Delivery is a selfmotivated individual who will be responsible for providing overall technical leadership and oversight of - Care &Treatment (ART delivery, FP&CECAP) interventions and services at regional, district and facility site level. This includes; keeping abreast with key advances/priorities in the area of - Care &Treatment services implementation; translating into practice, key program, national and global priorities; as well as working with and providing substantive and technical direction and assistance to other regional staff at supported region. She/he will work in close collaboration with the respective regional and district level health management teams and C3HP supported facilities
Duties and Responsibilities:
1. Lead and oversee planning, implementation and M&E of Care &Treatment (ART delivery, FP&CECAP) services under the C3HP Program, in her/his respective region.
2. Provide oversight and lead the implementation of key - Care &Treatment program initiatives to address program, donor and national priorities - such as accelerating 2nd and
3rd 95 interventions, Cryptococcal program, FP/HIV integration and CECAP in line with
Tanzania national guidelines.
3. Actively participate in and provide technical assistance (TA) to Regional & Council Health Management Teams (R/CHMT), supported health facilities and community structures in planning and implementation of Care &Treatment programs and services.
4. Conduct regular need assessment, on Care &Treatment services provision in her/his
region and organize efforts to address these needs -; including areas of capacity building and health system strengthening - in collaboration with the R/CHMT.
5. Oversee and ensure efficient management of regional Care &Treatment project expenditure and other resources as per approved work-plan and budget.
6. Ensure timely collection and submission of Care &Treatment services data as well as support strengthening of the related M&E systems - in collaboration with the M&E team.

Position Summary: The Advisor – PMTCT/EID and Pediatric HIV Service Delivery is a self- motivated individual who will be responsible for providing overall technical leadership and oversight of PMTCT/EID and Pediatric HIV interventions and services at regional, district and
facility site level. This includes; keeping abreast with key advances/priorities in the area of PMTCT/EID and Pediatric HIV services implementation; translating into practice, key program, national and global priorities; as well as working with and providing substantive and technical direction and assistance to other regional staff at supported region. Duties and Responsibilities:
1. Lead and oversee planning, implementation and M&E of PMTCT/EID and Pediatric HIV
services under the C3HP Program, in her/his respective region.
2. Provide oversight and lead the implementation of key PMTCT/EID and Pediatric HIV program initiatives to address program, donor and national priorities - Option B+, Index HIV testing, male involvement, Infant Virologic testing, PrEP for discordant couple and Pediatric HIV case identification, ARV optimization & HVL suppression - in line with Tanzania national guidelines.
3. Actively participate in and provide technical assistance (TA) to Regional & Council Health Management Teams (R/CHMT), supported health facilities and community structures in planning and implementation of PMTCT/EID and Pediatric HIV programs and services.
4. Conduct regular need assessment, on PMTCT/EID and Pediatric HIV services provision in her/his region and organize efforts to address these needs -; including areas of capacity building and health system strengthening - in collaboration with the R/CHMT.
5. Oversee and ensure efficient management of regional PMTCT/EID and Pediatric HIV
project expenditure and other resources as per approved work-plan and budget
6. Ensure timely collection and submission of PMTCT/EID and Pediatric HIV services data as well as support strengthening of the related M&E systems - in collaboration with the M&E team.
7. Lead efforts to robustly analyse and utilize PMTCT/EID and Pediatric HIV services data to inform regional plans, priorities and resource allocation.
8. Lead efforts to identify gaps in PMTCT/EID and Pediatric HIV services provision, design and implement Continuous Quality Improvement (CQI) initiatives to address the gaps identified.
9. Organize and support routine meetings with key project stakeholders to share, monitor and evaluate program progress towards assigned targets.
10. Prepare timely quarterly and annual narrative reports, best practices, lessons learned and other relevant documents on PMTCT/EID and Pediatric HIV services as assigned by line manager.

Requirements: Education, Work experience and Skills:

Position Summary: The Advisor-Pharmaceutical Support and Supply Chain is a self- motivated individual who will be responsible for providing oversight and technical leadership for pharmaceutical support and supply chain services for C3HP at the regional/district and all supported facilities. S/he main objective is to guarantee the technical performance of the C3HP pharmaceutical support and supply chain services and ensuring uninterrupted availability of health commodities in the respective region. She/he will be working with and providing substantive and technical direction and assistance to other regional staff at supported region and will work in close collaboration with the respective regional and district level health management teams and C3HP supported facilities.


Duties and Responsibilities:
1. Responsible for ensuring that C3HP respective region meets national standard for health commodities supply chain management by: o Conduct regular need assessment on pharmaceutical and supply chain service provision and and organize efforts to address these needs -; including areas of capacity building and health system strengthening - in collaboration with the R/CHMT. o Ensuring all supported facilities have all required LMIS tools for health commodities record keeping and reporting. o Ensuring supply chain data reported in eLMIS and Pharmacy Module Database/CTC3 Macro by supported facilities are
of high quality. o Working with R/CHMT to track and report regional performance on the national supply chain key performance indicators and conduct quarterly supply chain DQA to all supported facilities.
2. Ensures uninterrupted supply in HIV/TB and related commodities at all C3HP - supported sites by: o Annual forecasting of needs in HIV/TB and related commodities including lab
supplies for each single site/district during planning. o Ensuring that each single site/district has appropriate buffer stock off all HIV/TB and related commodities including lab reagents and consumables and o In collaboration with R/CHMT, he/she will support redistribution of health commodities to ensure continuum of care and avoid wastage/pileups. o Providing technical assistance to Regional/district pharmacists in reporting and ordering of ARVs, TB medicines and related commodities from the MSD. o Ensuring that technical procedures for procurement, distribution and dispensation are respected at all sites according to the standard operating procedures. o Keep track of drug flow between stores and C3HP supported sites and continuously update and educate site staff on developments and issues related to new drug formulations, national and zonal ARV and OI drugs stocks update. o Provide TA to C3HP supported facilities to maintain the inventory of medicines and laboratory supplies and they submit their Report and Request forms to MSD timely for resupply of health commodities. o Make sure that all dispensing rooms at all supported facilities have the necessary infrastructure and are able to function efficiently. o Assist R/CHMTs members to conduct medicine audit to increase accountability on health commodities and proper documentation.
3. Support implementation of IMPACT teams’ activities in the respective regions.

Position Summary: The Advisor-Laboratory Services is a self-motivated individual who will be responsible for providing overall technical leadership and oversight of Laboratory services implementation at respective region. This includes; keeping abreast with key advances in the area of Laboratory support and standards for the HIV and TB programs; translating into practice, key program, national and global priorities of Laboratory services for the HIV and TB programs; as well as working with and providing substantive and technical direction and assistance to other regional staff at supported region. She/he will work in close collaboration with the respective regional and district level health management teams and C3HP supported facilities.


Duties and Responsibilities:
1. Provide oversight and lead implementation of HIV Viral load (HVL) Services by providing technical support focusing on sample collection, packaging, transportation, testing, and result reporting; o Ensure implementation of demand creation strategies for improved coverage of HVL services. o Oversee HVL testing laboratories, to ensure there is maintenance or improvement of the workflow for laboratory processes and improve TAT.
2. Strengthen Early Infant Diagnosis (EID) Service by providing technical support focusing on sample collection, packaging, transportation, testing, and result reporting.
3. Support scaled up use and maximum utilization of available point of care
(POC)/GeneXpert platforms in EID for improved turnaround time of test results.
4. Support TB Diagnosis Service by providing technical support focusing on sample collection, packaging, transportation, testing, and result reporting; o Ensure maximum utilization of available GeneXpert for TB diagnosis o Strengthen integration of TB diagnostic samples transportation into the sample referral system
5. Collaborate with R/CHMTs and other stakeholders to expand and strengthen EQA services especially for HIV rapid test.

Position Summary: The PMTCT/EID/Pediatric HIV Officer works with and supports the PMTCT/EID/Paediatric HIV Advisor to ensure efficient implementation, M&E and reporting of PMTCT and EID services in her/his respective region, including Pediatric, adolescent and youth HIV prevention, testing, care and Anti-Retroviral Treatment services. She/he is responsible for the field implementation, coordination and reporting of all PMTCT/EID/Paediatric HIV initiatives in her/his respective region under the guidance of the PMTCT/EID/Paediatric HIV Advisor in collaboration with Senior Advisor Quality Services Delivery, other project staff and R/CHMTs and supported facilities.

REPORTS TO: Senior Advisor Quality Service Delivery
Position Summary: The Advisor- ART Retention and Community Based Health Service Delivery is a selfmotivated individual who will be responsible for providing overall technical leadership and oversight of ART Retention and Community based health services interventions and services at regional, district and facility site level. This includes; keeping abreast with key advances/priorities in the area of ART Retention and Community based health services implementation; translating into practice, key program, national and global priorities; as well as working with and providing substantive and technical direction and assistance to other regional staff at supported region. She/he will work in close collaboration with the respective regional and district level health management teams and C3HP supported facilities.


Duties and Responsibilities:
1. Lead and oversee planning, implementation and M&E of ART Retention and Community
Based Health Service under the C3HP Program, in her/his respective region.
2. Provide oversight and lead the implementation of key ART Retention and Community Based Health Service program initiatives to address program, donor and national priorities - such as accelerating various ART retention initiatives including Community ART services - in line with Tanzania national guidelines.
3. Actively participate in and provide technical assistance (TA) to Regional & Council Health Management Teams (R/CHMT), supported health facilities and community structures in planning and implementation of ART Retention and Community Based Health programs and services.
4. Conduct regular need assessment, on ART Retention and Community Based Health Services provision in her/his region and organize efforts to address these needs -; including areas of capacity building and health system strengthening - in collaboration with the R/CHMT.
5. Oversee and ensure efficient management of regional ART Retention and Community Health Service project expenditure and other resources as per approved work-plan and budget.
6. Ensure timely collection and submission of ART Retention and Community Based Health Service data as well as support strengthening of the related M&E systems - in collaboration with the M&E team.
7. Lead efforts to robustly analyse and utilize ART Retention and Community Based Health
Service data to inform regional plans, priorities and resource allocation.
8. Lead efforts to identify gaps in ART Retention and Community Based Health Service provision, design and implement Continuous Quality Improvement (CQI) initiatives to address the gaps identified.
9. Engage and facilitate strategic collaboration with key technical and communitybased stakeholders, in improving ART Retention and overall provision of Community health services including community leaders.
10. Organize and support routine meetings with key project stakeholders to share, monitor and evaluate program progress towards assigned targets.
11. Prepare timely quarterly and annual narrative reports, best practices, lessons learned
and other relevant documents on ART Retention and Community Based Health services as
assigned by line manager.
12. Support and advise the line manager on all ART Retention and Community Based Health
Service issues and perform other relevant duties as assigned by the line manager.


Requirements: Education, Work experience and Skills:
1. Bachelor Degree in Social Sciences or Medical degree (MD) or Advance Diploma in
Medicine or Nursing Degree.
2. Master’s degree Public Health or related discipline preferred.
3. Minimum 5 years’ work experience in facility-based HIV services including 3 years’ experience in ART Retention and/or Community health program planning and implementation at the regional level.
4. Working knowledge of PEPFAR-funded HIV programs.
5. Experience in Monitoring, Evaluation and Learning (MEL), Data Analysis, Interpretation, Utilization, CQI and Operational research in the HIV ART Continuity and Community health services delivery.
6. Ability to work and deliver under pressure and tight deadlines with minimum supervision.
7. Excellent communication (both verbal and written) and presentation skills.
8. Fluency in both written and spoken English and Swahili Languages.
9. Strong computer skills (MS Excel, Access, Word, and PowerPoint).
10. Ability to work independently with minimal supervision and strong problem-solving skills.
11. Ability to travel to implementation regions a minimum of 80% of time
