Summary:

The purpose of the Data for Development (D4D) project is to ensure that development programs funded by USAID/Tanzania achieve their intended results through strong performance management of services in an efficient and cost-effective manner, with a focus on improve data-driven decision-making, planning, and implementation monitoring technical services, evaluation of technical services.

ME&A is recruiting a Team Leader for the Performance Evaluation of the Landscape Conservation in Western Tanzania (LCWT) Activity. The project was designed to address the primary threats to forest cover and the chimpanzee populations in the Gombe-Masito-Ugalla (GMU) ecosystem and the drivers behind these threats. LCWT aims to protect chimpanzee populations and their habitat in Western Tanzania while improving household income from the sustainable use of natural resources and the establishment of microenterprises. To achieve this goal, LCWT focuses on strengthening local government capacity in Natural Resource Management (NRM); enhancing land use planning and forest governance; improving monitoring that empowers local communities and local government to take informed actions to maintain chimpanzee populations and habitat viability; providing family planning services, and enhancing provision of environmental education applying innovative behavior change science strategies

Responsibilities:

The Team Leader will direct the team, finalize the evaluation design and methodology, coordinate activities, meetings, conduct FGDs and KIIs where possible, consolidate individual input from team members, coordinate the process of assembling the key findings, and develop appropriate recommendations. S/he also will lead in the preparation and presentation of key evaluation findings and recommendations to USAID/Tanzania.

Qualifications:

  • Master's degree and relevant experience in Land Administration, Landscape ecology, or any other related discipline.
  • At least 7 years of experience in conducting and managing complex USAID evaluations is required.
  • Experience in biodiversity conservation and natural resource management programming in East African countries, preferably in Tanzania.
  • Experience with Implementation of livelihoods programs linked to land use planning, against natural resource management and biodiversity conservation framework.
  • Knowledge of USAID regulations and systems, performance monitoring and evaluation guidance, evaluation policy, gender policy, annual reporting etc.
  • Excellent knowledge of evaluation approaches, specifically expertise in qualitative and quantitative methods of data collection and analysis.
  • Experience using qualitative and quantitative data analysis tools and software; conducting KIIs and FGDs, and supervising data collection.
  • Significant experience in designing questionnaires, focus group discussion guides and interview protocols.
  • Has excellent evaluation report writing skills (in English) that synthesizes input and triangulates data from multiple sources into a high-quality document.
  • Excellent oral communication, presentation, and inter-personal skills in Swahili
  • Ability to produce high-quality evaluation reports in English is essential.
  • Travel to Tanzania may be required.
