Land O’Lakes Venture37 has extensive dairy experience in Tanzania having implemented high impact projects including the Tanzania Dairy Development Program (2010 to 2013), Public Private Partnerships for Artificial Insemination Delivery (2015 to 2021) and is rolling out the Dairy Nourishes Africa (DNA) initiative, a 15-to-20-year public private partnership to spur economic grow and livelihoods across the dairy value chain.

Project Description:

The Tanzania Inclusive Processor-Producer Partnerships in Dairy project (TI3P), funded by the Bill & Melinda Gates Foundation (BMGF), is a three-year dairy development project implemented by the Tanzania Agricultural Development Bank Limited (TADB) in partnership with Land O’Lakes Venture37 and Heifer International. The TI3P project aims to contribute to inclusive agricultural transformation goals in Tanzania by enabling public-private partnerships to (a) increase the incomes of small-scale producers (b) sustainably increase on-farm production, productivity and income of small-scale dairy producers (c) increase women’s economic empowerment and, (d) increase equitable access to improved quality dairy nutrition.

Land O’Lakes Venture37 will implement the project in established dairy markets in Tanzania under the auspices of Dairy Nourishes Africa (DNA), a public-private partnership that includes the Global Dairy Platform (GDP), Land O’Lakes Venture37, and Bain & Company. DNA takes a market-led, systems approach, where farmer-allied dairy processors are the linchpin for accelerating transformation, working to drive optimal outcomes from farms to consumers and across the operating environment.

TI3P aims to achieve specific dairy transformation goals by implementing activities in six key Outcome Areas of which Land O’Lakes Venture37, under the auspices of DNA, will focus activities in established dairy markets under Outcomes 3, 4, 5 and 6.

  • OUTCOME THREE: Enterprise Acceleration – Increased capacity utilization and improved growth and profitability at high-potential dairy enterprises
  • OUTCOME FOUR: Farmer Production – Sustainable Increase in Farmer Production and Revenue in Established Markets
  • OUTCOME FIVE: Demand Generation – Increase in Consumption
  • OUTCOME SIX: Strengthened Operating Environment

Reporting and Supervision:

  • This position reports to the Program Director.
  • This position supervises the Technical Dairy Systems Manager and the Finance Manager.

Summary of the Position:

The National Coordinator (NC) leads the technical and administrative implementation of the Tanzania Inclusive Processor-Producer Partnerships in Dairy (TI3P) project.

The NC is the primary liaison with national and regional authorities in Tanzania, principally the Ministry of Livestock and Fisheries, as well as partner organizations, in-country donor representatives, beneficiaries, and other stakeholders. The NC is key to building relationships and consensus to improve the enabling environment for program activities.

Working closely with government, public and private sector counterparts, as well as various consortium partners including TADB, Heifer International, Bain and Company, Global Dairy Platform (GDP), and relevant donor institutions, the NC will lead all annual and life of project work planning and program implementation at the country level, ensuring program activities and outcomes are achieved successfully and in a timely manner.

The NC will monitor program performance and advise regional technical leads and in-country staff on necessary course corrections. The NC will have extensive experience of the dairy industry in Tanzania and will therefore be expected to provide direct technical guidance to staff and consultants on all project activities as required. The NC will coordinate closely with project leads, direct supervisor, and other HQ technical, administrative and finance teams regarding the overall performance of projects according to specific deliverables.

The NC is responsible for working within Land O’Lakes Venture37, donors’ and project lead guidelines to ensure effective administration and management of the projects. The NC will ensure project compliance with Land O’Lakes Venture37 and donors’ financial, procurement, planning, and administrative policies. This would include reporting (financial in close liaison with the Finance Manager), monitoring and evaluation (technical implementation in collaboration with the Technical Dairy Systems Manager); supervision, mentoring and development of local staff; and representation to host government, community groups and funding organizations.

The NC will ensure appropriate office management, as well as excellence in staff performance, providing leadership, guidance, and mentorship to build an inclusive team.

Primary Tasks and Responsibilities:

Strategy and Vision

  • Articulate a clear vision of program goals and strategies, communicating these to all relevant stakeholders via workplans, implementation plans, public presentations, and best practice examples, amongst others.
  • Implement projects to maximize internal and external resources and partnerships.
  • Recognize opportunities for innovative and collaborative action, creating synergies across programs, partners, and beneficiaries.

Program Management

  • Provide leadership in the administration, management, and technical implementation of all dairy development project initiatives in Tanzania.
  • Oversee development of all life of project, annual and individual workplans for project activities and deliverables.
  • Monitor project implementation in the field and identify and address project technical challenges affecting implementation of activities to ensure project results are met.
  • Ensure timely, high-quality, and complete submission of workplans, program technical and financial reports, and any other reports required by government, donor, HQ, or relevant partner institution.
  • Ensure program implementation is on time, on target and on budget.
  • Ensure all project activities and expenditure are compliant and using effective Monitoring Evaluation and Learning systems to reach desired impacts.
  • Use program data and learning to implement adaptive management system to influence positive program changes.
  • Create and maintain administrative and financial systems ensuring effective, transparent, and compliant use of financial resources.
  • Ensure gender equality approaches are integrated into programming to improve gender equality across project activities.
  • Directly line manage the Technical Dairy Systems Manager (TDSM), and the Finance and Grant Manager providing mentorship and on-the-job coaching and guidance.
  • Liaise with, coordinate, and manage relationships with key partners such as TADB, MLF, TDB, TAMPA, DNA, Heifer International, Bain & Company, beneficiaries, and other key actors to ensure understanding and collaboration.
  • Develop partners’ subawards, MOUs, and contracts and oversee implementation.
  • Organize and participate in program meetings, workshops, webinars etc., as required.
  • Any other task assigned by the supervisor.

Representation

  • Serve as lead technical representative for Land O’Lakes Venture37’s dairy development initiatives in Tanzania.
  • Develop and nurture internal and external relationships and networks to ensure optimum communication and program successes.
  • Use research and impact data to market Land O’Lakes Venture37 and the dairy programs to further expansion and development through New Business Development.

Team Management

  • Establish a culture of collaboration and accountability among program team to encourage learning, creativity, innovation, and leadership.
  • Ensure optimal use of human resources to successfully meet program milestones, objectives, deliverables, and targets.
  • Facilitate adaptive management system by utilizing data and feedback to guide and inform program delivery.
  • Recruit, manage and motivate an informed, skilled, and efficient team with an emphasis on excellence and achievement.
  • Incorporate staff development strategies and Performance Management systems in team building process.

Operations Management

  • Manage security and safety of the team and field office/s supported by necessary systems and training.
  • Manage all aspects of quality program design and implementation.
  • Maintain effective local project reporting, monitoring/evaluation systems for internal and external use.
  • Build and maintain structures that ensure proper segregation of duties between finance, logistics, program, and administration.
  • Understand and incorporate resources, systems, and structures from Land O’Lakes Venture37, donor and lead organizations as required.
  • Ensure effective and transparent use of financial resources in compliance with Land O’Lakes Venture37, donor and lead organization policies and procedures.
  • Ensure all staff complete timesheets on time as required.
  • Ensure all staff complete required obligatory training and sign off on all obligatory policies.

Security

  • Ensure compliance with security procedures and policies as determined by Land O’Lakes Venture37, and Country Security Plan is updated regularly as required.
  • Proactively ensure that team members operate in a secure environment and are aware of Land O’Lakes Venture37 policies.

Required Skills and Qualifications:

  • An undergraduate bachelor’s degree (BSc) in Animal Science/Production, Agribusiness, Agricultural or Rural Development, or other relevant fields.
  • A minimum of five (5) years of demonstrated, progressively responsible and relevant leadership experience in implementation of dairy development projects.
  • Proven leadership skills building and managing on the ground technical team, high-level relationships, and motivating team members.
  • Demonstrated experience mentoring, coaching, and training, with innovative thinking and leadership. 
  • Extensive experience and technical knowledge in implementing dairy development projects and activities across the dairy value chain in Tanzania e.g., production, inputs & services, processing, transport, cold chain, retail, financing etc.
  • Demonstrated experience adapting project implementation and activities to achieve objectives and targets in a timely manner as needed.
  • Demonstrated ability to collaborate across diverse partnerships, be flexible, and creative and successfully lead team.
  • Ability to communicate effectively, instilling trust and confidence.
  • Able to work with limited supervision and deliver on time.
  • Team player with excellent interpersonal and written and oral presentation skills.
  • Proficiency in MS Office, especially Word, Excel, PowerPoint, and Outlook.
  • Fluency in oral and written English and Kiswahili.
